इंपोर्ट यूनिट अधिक है और एक्सपोर्ट यूनिट कम है। जो अंतर आयेगा क्या वही बिलिंग यूनिट होगी और उसी पर बिल बनाया जाएगा यदि ऐसा न करके जितनी इंपोर्ट यूनिट है पूरे पर बिल बना दिया जाए तो क्या करे।
