(Sceen begins with the city of Sheetrock Hills where Hispanic handyman and title character from the tv show featuring sentient repairing objects "Disney's Handy Manny", Handy Manny who's had just finished fixing up Senora Portio's porch with a help of his group of sentient tools; Felipe the Phillips-head screwdriver, Turner the flat-head screwdriver, Pat the claw hammer, Dusty the hand saw, Squeeze the pair of pilers, Stretch the tape measure and Rusty the monkey wrench.)
Senora Portio: Thank you so much for fixing my porch, Handy Manny.
Handy Manny: De nada, Senora Portio. You know my motto: "You break it..."
Felipe, Turner, Pat, Dusty, Squeeze, Stretch and Rusty: ..."We fix it!"
Senora Portio: And with the lowest prices in town.
(Just then, a police van arrives right in front of her house and applies its brakes to stop just in time. An immigrant reporter jumps out, knocks down Handy Manny and attacks him just as everyone watches him in surprise.)
Handy Manny: Ay!
(A policeman walks up to Senora Portio and signals her not to worry about this situation.)
Policeman: Stand back, Ma'am, we're deporting this illegal hombre back to Taco Town.
(The immigrant reporter then turns Handy Manny around and puts him under arrest for impersonating a white-skinned handyman without any permission by placing a set of handcuffs on his hands backwards.)
Handy Manny: Illegal? Que de diablos estas hablando?! No soy illegal! Quita tas manos de mi!
(The immigrant reporter makes Handy Manny get up, drags him away and places him onboard the police van with Senora Portio waving goodbye to him and bidding him farewell.)
(The policeman then picks up Handy Manny's toolbox that Felipe, Turner, Pat, Dusty, Squeeze, Stretch and Rusty are riding on, puts it into a dustbin and walks away.
Dusty: It's dark in here!
Squeeze: Phew, I need my pills!
(Meanwhile, English-accented construction worker and title character from British stop motion animated comedy tv show featuring anthropomorphic construction vehicles and other vehicles "Bob the Builder", Bob himself who's helping out build a new detention center along with Scoop the Backhoe Loader, Muck the Caterpillar-Tracked Dump Truck with a Bulldozer Blade and Lofty the Mobile Crane. An immigrant agent walks up to Bob and, feeling very impressed at the fact that they work quite well together, shakes hands with him as a way of saying thank you to him for helping him get rid of Handy Manny.)
Immigrant Agent: We appreciate all the tips you've given us on a legal handyman, Bob the Builder. But America just doesn't have enough detention centers to handle them all.

Handy Manny: Bob?! Bob! You can't let them deport me! YOU KNOW I WAS BORN IN AMERICA!!!!
Bob: Yeah, the 14th Amendment says, "That makes you a citizen." and it's a real problem. (To Scoop, Muck and Lofty for the second time) Can we fix it?
(However, Scoop, Muck and Lofty, who's feeling unsure about this situation, decides to find other ways which are much easier than that.)
Scoop: Well, I don't think it's such a good idea.
Muck: But I thought my wife is Japanese, I guess.
Lofty: Oh, well. We'd better get back to work though.
Handy Manny: (Crying) Boo-hoo-hoo-hoo! (The police van drives away carrying him with it on the way to the American airport.)

Fun fact: There is a video showing the footage of a deleted scene of a Handy Manny episode. In that footage, the tools were worried about their plant, but before Manny could finish his sentence, the moose from Backyardigans comes inside the workshop in an angry mood holding two Star Wars lasers! Handy Manny then uses his pencil from his ear as a laser and was about to fight the moose, but the scene got cut!

although the 14th Amendment doesn't even depend on a person being born in the United States. A natural born citizen is defined as either a person who is born on American soil (which includes most American territories as well) or someone who was born anywhere at the time when EITHER parent was a citizen.
so, to give a good example, there was the case of a child who was an American citizen, but was mistakenly deported somehow. when the error was identified it took years for the family to be able to get her back because the country she was deported to wouldn't let her leave, and in that time she ended up having children of her own. Because she was legally an American citizen, her children are also American citizens despite the fact that they have never set foot on American soil.
there is an exception to this though: once you actually enter the country, your citizenship has to be filed or it's not valid. an example my mother told me about when she was working with emigration was the case of a boy, caught with marijuana, whose parents we're both American citizens, and whose entire known family is American, but he was born overseas while his parents were on vacation in Italy. The parents didn't know they had to file the correct papers to establish his citizenship and so he spent his entire life thinking he had American citizenship and although he technically qualified and could have received it at any time, because it wasn't filed before he was caught with an illegal drug he was deported to Italy and cannot return for 21 years. At that time he will immediately qualify for citizenship because both of his parents are Americans and we're Americans when he was born, but that's assuming he survives for the next 21 years. He doesn't know Italian, has no Italian money, doesn't know anyone in Italy. Chances are he'll die there.
it's a problem, but can we fix it? absolutely. Will we? Probably not. this is because immigration is a touchy subject for whatever reason.
I'm not entirely sure if the reverse is true though. If you were born in the United States, but not in a hospital, do you have to file for your citizenship? I have never encountered a case like that, but I imagine they have to have some kind of record of your birth and that's part of the reason for the requirement so if that's the case, the guy in this video may have been born in the United States, but if his citizenship wasn't registered, he's still technically illegal even though he's never been outside the country.
Yeah, kind of weird, but incidentally if anyone reading this was born outside the country or at a home with a midwife, you might want to make sure you actually are a citizen.
