The Goofy skit could actually make for a really good movie. Pete becomes Mayor of Disney Town, thanks to the financial backing of Scrooge, on a campaign of making sure there are correct bathrooms for everyone, and once in office starts giving a lot of kickbacks to Scrooge and his friends, this persecutes Goofy and so the gang go on a quest to find out what he "is" - along the way they learn about Petes corruption, and that it doesn't matter what Goofy is because he's their friend.
