This is a guide on some of the strongest skills and strongest persona you can find in Persona 5. The list is based on my own experience with the game so you might disagree with some choices. Overall, I think you can play with any Persona you want and would still be ok as long as you have a good variety of skills.
TL;DW
SETH (51) has One Shot Kill (severe Gun dmg, high critical). Combine with Trigger Happy from Matador (Level 19, learns it at 22) or Hell Biker (Level 39, learns it at 43). For High Counter, fuse Dakini (50) with Pazuzu (43) to get Horus and then perform advanced fusion with Horus (49), Anubis (37), Thoth (36), Isis (26)
Pale Rider (53) learns Megidola at 54 (Heavy almighty damage), Evade Bless (triples evasion) at 57
Skadi (55) learns Repel Ice at 60. Apart from that, nothing special
Yatagarasu (57) learns Mediarahan at 59 (Full Party Heal) and Null Wind at 62 (Nullifies Wind DMG)
TRUMPETER (59) learns Debilitate at 65 (BEST Debuff in the game) and you can itemise it for Debilitate Skill Card
Lilith (60) learns Heavy Ice, Fire and Wind damage to all foes
Melchizedek (60) learns God’s Hand at level 67 (very strong single target Physical skill)
Moloch (60) learns Drain Fire at level 64 (you can inherit it to your personas that are weak to fire)
Nebiros (62) learns Megidolaon at level 68 (Severe Almighty DMG)
Seiryu (62) learns Repel Nuke at level 63
Quetzalcoatl (63) learns Regenerate 3 at 65 (Heals 6% HP every turn).
Yamata no Orochi (64) learns Unshaken Will at 69 (Immunity to all psychological statuses)
BLACK FROST (67) is one of the best personas in a first playthrough. No weaknesses, effective against 4 elements, strong skills and also can inherit Auto-Mataru from King Frost (64), which gives Attack Up to the whole party for 3 turns at the start of each battle. You can also fuse other skills you want into King Frost before making Black Frost
Throne (71) has Invigorate 3 (7 SP recovery per turn)
Mot (72) learns Repel Electric at 77 and is the only persona to have it.
CYBELE (73) is one of the best healers in the game and she learns Absorb Bless at 77. For her weakness to electricity, fuse Mot and any Sun persona around level 39-53 to make a Cybele with Repel Electricity
Mara (73) learns Firm Stance at 78 (No Evasion, but receive Half Damage). I don’t personally use it, but I put it in the list in case someone wants it
Abaddon (74) learns Drain Phys at 79 and Gigantomachia at 80 (very strong multitarget physical skill)
Baal (75) learns Ayamur at 80, a way stronger version of Miracle Punch and is the only Persona to have it (and you can’t inherit it to other Personas)
Ongyo-Ki (75) learns Arms Master at 77 (Half HP cost for Phys skills), but needs MAX Confidant Rank with Futaba. In case you don’t meet that requirement, Raphael (78) learns it at 83.
Raphael (78) also learns Heat Riser at 80 (ATK/DEF/AGI Buff to one ally)
Sandalphoon (75) learns Angelic Grace at 77 (Doubles Evasion against all elemental magic), but needs MAX Confidant Rank with Mishima. In case you don’t meet that requirement, Sraosha (80) learns it at 83
Futsunushi (76) has Ali Dance, which halves hit rate of all attacking enemies (works for entire party), but needs MAX Confidant Rank with Morgana (story-related, happens towards the end of the game). In case you don’t meet that requirement, Gabriel (77) learns it at 79
Kohryu (76) learns Spell Master at 82 (Half SP costs), but needs MAX Confidant Rank with Sojirou. In case you don’t meet that requirement, Uriel (81) learns it at 86
Kali (77) learns Drain Nuclear at 82, the only persona to learn it naturally
ALICE (79) is one of the best Magic Personas. She starts with very high stats in magic and agility, learns Megidolaon and Concentrate. Her only weakness is Bless, so fuse Cybele into either Nebiros or Belial and then inherit Absorb Bless. Needs MAX Confidant Rank with the Doctor
YOSHITSUNE (79) is one of the best physical damage dealers in the game. High Strength and is the only persona who can learn Hassou Tobi (Level 86, Deal 8 times weak damage to all enemies). You need MAX Confidant Rank with Morgana because one of the ingredients is Futsunushi (Magician)
I am stopping here, there are still strong Personas beyond level 80 but if you’re going that deep I don’t think you will need my help anyway. I have covered almost all of the best skills in the game anyway and there aren’t many skills that are obtainable only from Personas beyond level 80

You can turn Seth into a ridiculous single target destroyer as soon as you hit 51. Start with getting Hell Biker who gets Speed Master and Trigger Happy at 43 and White Rider who gets Snipe at 41. Fuse them into Pazuzu then fuse with Dakini to get Horrus like he said. Level Anubis to 41 to get resist Bless which is Seth's only weakness. Horus should have Touch n' Go from the fusion as well. So make Seth and transfer over Trigger Happy, Snipe, Resist Bless, Speed Master and Touch n' Go. You essentially have a Persona with a severe damage attack with near 100% crit that never misses allowing you destroy any powerful enemy that isn't immune to gun.

That's useful. I actually don't put much thought into fusing my personas. I guess I should start.
You can even fuse that Seth with Horus to create Barong, then fuse with Rangda to create Shiva, who also gets Riot Gun and other great skills like Auto-Mataru and Enduring Soul. It will cost ~300,000 yen to fuse him with max Strength confidant, but you'll have an extremely powerful high-level Persona that will last you the rest of the game.
meanwhile I have a trumpeter with Cripple, charge, tripple down (later riot gun), one shot kill, heat riser, apt pupil, snipe, trigger happy......debating on putting on debilitate over trigger happy..
Step 1: Get Rangda.
Step 2: Inherit Drain Fire, Ice, Elec, Wind, Psy, Nuke, Bless, and Curse.
Step 3: Profit.
But Gun and Phys?

i love this game so much. i remember i literally made a ms word document to list down all the moves and which persona has them so that when i was fusing my endgame personas i could path all the skills and abilities that i need. the hardest thing was really the boost, amp and magic ability passives; as well as making sure you get something to block their weaknesses. spent about 40 hours in the velvet room lol

While not a high level Persona, I think it is worth mentioning that Girimehkala learns Repel Physical at level 51. And since physcial skills are some of the more damaging in game, it's always nice to have it.

Nah don't worry, that video has a lot less views. When I made the videos, my plan was to do like a series of 3 (early-mid-late) but the late and early ones were the ones that became very popular.

apt pupil does affect gun skill damage, with apt and 50+ luck, one shot kill has a 100% crit rate. you can also get high counter from one of the mementos requests around haru's dungeon.

I feel no regrets in spending 1.6 million yen fusing my Alice at level 53. I only have to actually use Concentrate half the time, usually Megidolaon just nukes on its own.
POKENAR Does this work with a Reaper? I Have a level 84 Alice with Megidolaon and concentrate. Plus it have heat raiser to make me stronger.

Same. Like I got this game a couple of months ago and I kinda just stopped playing until my friend let me play P4 Golden. That game I decided to play seriously and get really good personas. I finish the game and I decided to go back and play this and man... was I a noob. I’m level 54 and the strongest persona I have is at level 42. Not only that but I forgot to registered my past personas.
#ff0000Sasagawa Ryunosuke Dude, these strats have been around for some time but I wouldn’t blame you for not noticing since Persona never was big enough to have a full-fledged community to dissect the games. Thank god P5 changed that, tho P4 was the first step.

HOW TO GET ALMIGHTY AMP
Get a level 70+ persona with Almighty Boost and leave the Velvet Room and save. then go to Network Fusion and use that Persona. if you don't get Almighty Amp, close application and try again. took me 3 tries til I got Almighty Amp. I might have gotten lucky but thought it was worth bringing up. hope it helps!

I got Yoshitune with all those skills and forgot to save him into the compendium...which I realized as I entered ng+. I'll just have to wait until I have the money and rank 10 with the twins to fuse him again. I saved the personas that make him, thankfully.
if you been playing since SMT: P3, all this complicated fusion is nothing, it's getting the ingredients that is tough.
also yoshitsune has always been my first "to get" target since P4.
With him by your side you can basically SOLO anyone and anything except maybe igor if he decides to fights xD
I'm new to the series and currently tackling the second palace. Managing time properly and leveling confidants and your physical stats properly.
This might actually be something I'm bad with. Rule of thumbs are that Kawakami (Temperance) is the most important Confidant because her Rank 10 allows you to keep doing stuff at night even if you go to Palace/Memento, then Chihaya (Fortune) is second most important because she can increase your relationship with other characters by paying money after Rank 6. You unlock these 2 later in the game (around May and June). Other than this, I just did my "all confidants to rank 10" during NG+ because it's easier. Your stats carry over to NG+ so it's easier to get confidants to Max as you don't have to focus on stats

You forgot to mention Cybele is only obtainable by maxing the Priestess Confidant.
Another good Persona is Ishtar, which can be only obtained by maxing the Lover's Confidant, but gets Insta-Heal (recover from any status condition in one turn), Spell Master, and Salvation, the best healing skill in the game. Ishtar even gets Samarecarm and Absorb Wind.
Wonder oops forgot that. I wanted to mention Ishtar but his level was way beyond the level of what I wanted to show in the video

Worth noting that Ongyo-Ki has "Firm Stance", which stacks with Divine Pillar. Even without Divine Pillar, it is quite useful.
The persona I used until I got futsunushi was Siegfried because he learns megaton raid and vorpal blade plus charge plus auto Mataram or matarukaja plus debilitate and you have a monster by the way he is weak to nuke so get kali and strengthen him and inherit it
1) Get rank 10 with the twins.
2) Farm money by confusing certain Mementos bosses and watching them Waste Money repeatedly.
3)???
4) Profit!

You should do a video to cover the very best fusions in the game, covering the levels beyond 80. Also maybe do a mini series to cover how to max out confidant levels with the characters. You are doing great here, keep it up.
The best are probably Yoshitsune, Alice and Ishgar (only one not in the video). Problem with personas beyond level 80 is that you have less control on their stats growth as they are already near the level cap (99). But if for example you make an Alice, you can min max her stats by choosing which stats to increase when levelling through Gallows fusion.

If you have money and twins at rank 10 then get melchizedek and power and then fuse them to get Uriel he has amazing damage bcuz he learns megidolaon and angelic grace which is awesome

Hissou tobi is very dangerous Physical skill . With Arm master passive + atk buff and Charge you can kill Death in second round XD . with good equipment + buff . damage is 9999x8

Its amazing how light damage on unique skill does so much damage
Debilitate + charge + hassou tobi = A shadow's worst nightmare. Even on hard/merciless bosses don't stand a chance. The skill is OP as fuck XD.

You citated all great skills and even the Personas that inherits them...very good work!I stick with Firm Stance over Ali Dance, though.For new players,a Persona with Megido(laon), Enduring Soul and Firm Stance plus high Endurance and at least not WEAK against Light/Dark(Bless/Curse) will be all you will need for 95% of the game.Just be careful on the "true boss(es)".Atlus always makes them a chore to defeat¬¬
Yeah Firm Stance is very good and it also stacks with Divine Pillar, reducing your damage taken to 25%
So I just got the skill Resist Curse and it says it negates weakness. Does that mean my Messiah who's weak to curse won't get knocked down if hit with a curse skill? I need to know before I replace Null Dizzy
yes, but i would go drain curse instead.
Null dizzy is pretty useless
Null dizzy is useless since messiah can learn salvation which removes all status ailments except down.

Cool video, surprised to see high counter mentioned, but not repel physical. I spread that from Girimelka to everything around level 40, and spread repel physical to a little over half of every persona I could from there. My Yoshitsune was Auto-Mataru, Charge, Hassou, Repel Phys, Apt Pupil, Ali Dance, Regen 3, and Null Wind. Definitely think the first 6 of those are the way to go, with room for improvement on the others. Nerd pride surges. (Wish I had angelic grace tho)

4:10 What the hell happened to Cybele?? In P3P she is in the Lovers Arcana and her abilites were: Samarecarm, Myriad Arrows, Power Charge, Bufudyne, Mabufudyne, and Megidola. She never had Maragidyne, Angelic Grace, Bless Amp, Mafreidyne. Mediarahan is a plus though and Salvations as well.
I had tsukiyomi picaro with cursed bloodline, spell master, abyssal wings and sp adhesive 3 so I basically had infinite sp
shiva is another good persona and all you need is rangda and barong. he comes with 5 elemental resistances and only one weakness. i have a shiva with only gun vulnerability that i use for charge, concentrate, and debilitate lol
on my alice its between survival trick dekunda and angelic grace she has drain bless and curse amp on her
which one out of the three is worth getting rid of
James Thompson You dont't need curse amp since you have die for me. Best skills for alice is black viper, megidolaon, spell master almighty boost and amp, Concentrate, Victory Cry, and pick whatever for the last one

Sadly, you can't inherit Hassou Tobi into anything, so you're stuck with that persona if you want to use it
Is this yoshitsune setup as good as yours? Hassou tobi, charge, arms master, drain psy, drain nuke, repel curse, drain wind and drain ice? And what would be your ultimate setup with alice?
Yeah your Yoshi is very good, mine was fused randomly.
For Alice it would be something similar to Almighty Boost/Bless, Magic Ability, Megidolaon, Spell Master and some elemental immunities

How do you fuse such high level personas? I finished my first play through at level 75, how are you supposed to reach 95 to fuse satanael? Especially since you get rank 10 igor at the end of the game
When you reach max confidant rank with the Twins, you can fuse personas of level higher than yours by paying money so it's just a matter of farming enough money

The reason why I asked is because sometimes personas cannot inherit certain skills, usually the ones that they're weak to. And psy personas are usually weak to nucl attacks.
I wanna know how you get those great non-itemizable skills on the personas...(still can't beat non-flu reaper and the twins, cuz I don't have all those OP passive skills/ones that covers the weaknesses for each of my Personas :/)

how long does it take to get magic ability and the other public execution skills? I've been save scumming for almost an hour now
I savescummed for half an hour to get magic ability then gave up on getting the others. As far as I know, it's 100% random but I'm not sure of the rates

They are. I don't know if you've ever played Fire Emblem(if you haven't you totally should), but a lot of Things in Fe are named after myths and a character is the fourth installment in the series is named Ishtar.

how do you get such specific builds on your personas it seems like if fusion and strengthening is the only way then its just a waste of time
The thing is that almost everything in jrpgs can be a waste of time, but you can decide whether to do it or not. For example I played without worrying about such builds at all. When I played, I just fused and recruited whatever was new and used it until the next new personas. But there are other people who enjoy theorycrafting and/or min-maxing. There is no "right" way to play, as long as you (the player) have fun it's ok
If you’re planning on fighting the optional megabosses, you’re gonna want the top-tier personas.

Gallows. Use Cybele as the sacrifice and the strengthened Personas randomly learns a move from Cybele.
how far above your level can you go when you max the twin wardens cause I'm lvl 51 and its not letting make some of the people and I'm following the fusion calculator
When you max the twin wardens you can make whatever you want regardless of the level, but the higher the difference between persona lvl and your lvl, the higher amount of money you have to pay
ohka cause I'm trying to make a Cybele the fusion calculator say I can use skadi and a queens necklace but when I go to it is say inpossible

The only difficult thing is having enough money to summon all the persona requires for the fusions, but that doesn't take a long time if you use the money farming method

Actually I take that back, I just remembered I beat it with Vishnu, who had Ali Dance. I don't think I fused Gabriel or the other Persona, so he might be a character who can get it.
Or at the least, I had a skill card or something. All I know is that I didn't fuse the latter Persona and I'm confident I've yet to fuse Gabriel.
LunarD3A7H Ayamur's description is high accuracy, is that mistranslation? he said it's like Miracle punch which is critical
+sky He might have gotten that wrong. I don't recall getting criticals often and it rarely missed (Miracle Punch has low accuracy and high crit if I'm not mistaken), if ever. It was very useful for getting in three practically guaranteed physical hits.
LunarD3A7H ah nice thank you, so it was just powerful because 3 guaranteed medium damage + his stat is pretty powerful
In Royal, Alice is stronger because she can use instant kill skills for free

I wish I knew half of this stuff before I got to the final dungeon. I ended up opting out and taking Igor's deal for the bad ending and just going to New Game Plus. I feel like a failure at this game. I still have my save while I am still in the depths of Mementos, so I'm not sure if it would be better to just grind there until I get level 99, or just going through my new game + learning from my past mistakes.
No shame in playing through NG+ again, learning from past mistakes is perfectly fine ;)
SephiZack I feel the same way. I'm on my first playthrough on hard lvl 56 and I just found the last dungeon and this channel , now I'm like shiiit.

I also bought kayugo (sp?) because of your other video, but it's too low level now. I can only strengthen it once a day, but I'm running out of time and money and it only goes up 2 levels. Ahhhh
Can you still go to memetos to farm money with the confusion+memento trick? That would be the easiest way to level up your personas

Tyler You get the persona onmokari, level him to where he has pulinpa and confuse boost, go to a mementos request boss, if confuse works on the boss, switch to a high luck persona, and just wait for him to give money.

Moonless glore late response, but it's because your confidant with judgement occurs in the future after you've been arrested already, so while you're playing the game before November, you technically haven't actually established that social link yet. after you finish that segment of the game though, you will have access to the bonus exp because you have actually reached the point of the game where you have established the link with her.

Fuse Ongyo-Ki (75/Hermit, Arms Master) with Melchizedek (60/Justice) to get Futsunishi, which is one of the ingredients for Yoshitsune.
Or fuse Raphael (78/Lovers, Arms Master) with Girimehkala (44/Moon) to get Futunishi

Hey I know this video is a few months old now, but does anyone have a clue on how to get repel wind? I want to put it on Yoshitsune so that the damage between the twins is as even as possible but IDK which persona has it(if any).

Silent Assassin just look up the Persona 5 Fusion Calculator and type his name in. Shows you what to fuse to get him and which of his fusions yield what persona.
You need to complete one of Mishima’s Memento requests too IIRC
