    The problem is that the law is too vague to enforce and gives too much power to the executive branch of government but in doing so it makes any actions that they do unconstitutional because ambiguity in the law typically rules in favor of the defense. The state can regulate harmful and hate speech. For example, it would be fair to take down the Palestine protests due to those being hate speech. The purpose of the government is to ensure peaceful resolutions to conflict. Not to try to become a dictator who has to poison his opponents in order to stay in power. Putin doesn't need competition in these states. He wants cooperation and you don't copy him, you just need to be loyal to him, lol.
