The bloke was borderline dead for 30 seconds and immediately failed his HIA then and there. He did pass a cognitive test to at least show he was aware of what had happened, but he was never any chance of returning to the field.
Yeah - Bloke in a Bar explains it well. He was unconscious, so that is always an automatic fail because of his physical state. He later passed his cat-scan which is good news for his cognitive recovery, but he was never going to be allowed back on the field because he was knocked TFO.

Because it needs to be a big enough penalty that it wards off purposeful dangerous action. But doesn't completely ruin the spectacle for the fans. Now we have Burton & kafusui on the paddock. The old rule dated. Just change it.
