I've been using something similar. If you add a subscription to apple music it syncs everything with all your devices including your mobile phone which is very helpful to audit new tracks.

My music is stored on a external hard drive, can I still use apple music to organize?

Yes, you do everything exactly the same. The only difference is that you need the external drive plugged in anytime you want to work with it in Apple Music.

This is basically the same exact thing you can do in Serato with crates/smart crates so why not do it in Serato I’m wondering?

Primarily because Serato is very clunky, It's very slow to do things that can be done quickly in Apple Music. Plus, Serato doesn't always read or write ID3 tags correctly. If you do this in Apple Music it's faster, easier, and all ID3 tags will be correct.

How did you get the music folder design with the music symbol on it?

You can change the icon in the folder's settings. Select a folder, hit CMD-I, then select the icon and past (CMD-V) whatever image you want to replace the current one.
