Don't re-apply University's talk shit. They will give you another offer or COE but who will give you Visa. The department of home AFFAIRS right. They know you are refused once doesn't matter you have 100% marks or you are tata birla's son.

Yes it could be true. IDP paid millions in lobbying for IELTS. So yes PTE is british and IDP is Australian. So if you go for IELTS you'll stand more chances.
