You can apply in both aiq and state. But you cant choose two state domicile if are falling in two state domiciles.

Register on AIQ IF YOU WILL NOT BE SATISFIED WITH THAT SEAT THEN TAKE FREE EXIT. FIRSTLY GRAB YOUR STATE QUOTA SEAT THEN YOU HAVE TO MOVE BACK TO AIQ FOR 2nd Round then but check the list of seat matrix of EWS. Then move on.
