Someone with Roben’s leg size COULD have that shot power if they were anatomically built with more tendon strength/elasticity during knee and hip extension, but it’s unlikely. The people with the greatest explosive leg power are sprinters who are notoriously tight and bound in their joints which actually benefits their power output a lot of times. That being said, muscle strenght is strenght and it is very easy to see how players in every time period with more muscles had generally (not always) better power shots, think of CR7, Roberto Carlos, Hulk, Zlatan and many others.
Not only the physique and strength but also the momentum of the ball also matters..in arien robben's shot gave here as an example..he had all the ideal conditions to hit a super hard volley

I think strength plays into the consistency side of it. Hulk consistently scored powerful goals, because he can’t get rid of the strength his legs already hold. Hitting a shot with the same powerful technique is extremely hard to do consistently. So Robben may have hit a much harder shot. But Hulk has a much more powerful average shot, than probably any footballer.

Please! There are so many factors. If you shoot when the ball is stationary, Robben is not even on the top 50 list. But if the ball rolls against you, you can get up to very high speeds. Hami Mandirali and Shearer are some you should watch. Underrated but one of the world's best.
Heres some excercises to improve hip and glute muscles: jumping, squats(make sure your feet are pointed inward doing them), situps(only for hips), standing on one leg(put weight on the other leg if you can hold it for longer than a minute), swing your legs(you can add weight if its easy and practice your shot technique while doing it just for extra power), jumping on one leg, do a spiderman pose on one leg|||||||| for all the one leg ones make sure you do them for both legs so your plant foot is stronger but for your weak foot do more muscular excercises
