Dallas Animal Services illustrate the challenges of being short staffed

As is the case with many other city departments, Dallas Animal Servies has a staffing shortage - notably among their officers, who are in charge of answering
animal-related 311 calls and complaints. It is a demanding job not only
because of the dangerous encounters with animals they have, but
confrontations with residents as well.
DAS only has eight officers who can work in the field at the moment. On this particular shift, there would only be three to cover the whole city.
