Because Cocteau’s ‘plan’ involves creating a world in his image, basically taking away peoples right to decide what they want and how to think. Phoenix may be evil but taking away peoples freedom of choice is not right in his book.

0:15 Does no one notice the musical theme here? It's called 'Los Angeles, November 2019' and is part of the movie 'Blade Runner'. The whole scene is also a reference to the confrontation of Roy, the replicant, and his creator Tyrell.
Like Dr. Cocteau Tyrell wants to create artificial humans whom he can feed with a preferred mindset and thereby get total control over them. Both even implant memories before awakening them. Both see humans as replacable pawns or slaves with no right to free will. And both most powerful beings in the civilization get killed by their most dangerous creations.
At first we think that these super-violent villains are the great evil. But we are allowed to look behind the facade and realize who the real puppet master and villain is.
With the death of Dr. Cocteau also the musical theme 'Los Angeles, November 2019' ends. The dream, the dark utopia has vanished with it's creator.
The actual killing of Cocteau differs from that of Tyrell. Instead they replayed the first violent scene in 'Blade Runner'. Here Leon, also a dangerous replicant, shoots a blade runner in the Tyrell building. Like Cocteau, the victim sits in his office chair and gets pushed away by the impact of the bullets.

Sometimes in this scene, I used to think Cocteau knew he was in trouble and was trying to bluff his way through it. Why? Because his story changed. He wanted Edgar Friendly dead. That was it. Not have the people be 'really intimidated'. With that, he was being flattering, and then waxing poetic about himself, like he was trying to distract from the fact he was powerless in the room, with five killers lined up along the wall, and in over his head. He all but ignored a gun being pointed at him again, and just kept on with that 'flawless' schtick, hiding inside his vision, and trying to go the 'god' route like he was untouchable. It didn't work. To my way of thinking he already HAD the society he wanted on the surface, and now here he realized he really fucked up by bringing the danger right inside the 'throne room' where it promptly killed him. In other words, he was acting and talking like someone so frightened, they blanked out the danger. Just a thought.
When camping I would always use that phrase, “Put another log on the fire, boom!”.
