You're missing the big picture, only 2% of Formula 1's emissions come from the engines. Formula E is certified net zero carbon. They have far fewer race locations to travel to, far fewer employees and less kit per team, so a lot less transport. City races also don't involve fans driving themselves all the way into the countryside.

It's only a matter of time until we figure out how to fully take advantage of electric engines and how to get better top speeds, who knows, there might be some sort of hybrid race car at some point, would definitely complicate things tho

Batteries need to be cooled too. They can get extremely hot.
