They were recorded in Japan, using English-speaking actors who were living in the country at the time. That said, I'm not sure what life the actress was living at the time. She was using a Japanese family name at the time (she's white) but has since shed the name. There's probably an interview or something that can give more insight.

As someone who prefers dubs, MM11 was unplayable for me in English. Fortunately the Japanese side has a far better understanding of what the castings should be, especially for Mega Man.
I think the MM11 robot masters sounded pretty great! MegaMan not so much. Feel like they should find a girl who’s good at sounding like a young boy to do his voice or a guy who’s actually good at sounding like him. Dunno about Light, Wily and Roll tho. Auto was pretty okay but something just doesn’t feel right with his voice.
Can we talk about how Megaman just exploded out of a building for like, actually no discernable reason? It's implied it was during the fight with Bass here, but Bass was clearly flying in from OUTSIDE the building, not inside, so Megaman didn't get shot out, and yet that's the only way he could've been blown away from that angle is if something from INSIDE the building made him blow up. The FIRST shot of this cutscene literally doesn't make sense. Unbelievable.

sometimes I feel like the recording studio just gave these guys a script and made them read it while recording it in one take and didn’t even bother to tell them stuff like “make him sound angry and tough” or “make his voice deeper” dunno. Nothing against the voice actors in any way I just feel like they could’ve done better if they actually knew what they were doing.
