At 1:22, where does the constants 0.3208 and 3.117 come from?

(231 cubic inches ina gallon) / ((12 inches in a foot )x(60 seconds in a minute) = 0.3208
V = (GPMx0.3208)/A
V= oil velocity in feet per second.
GPM = gallons per minute.
A = area of the pipe in square inches.
