Anguish as Eviction Moratorium Expires: 'I Have No Idea Where I'll Go'

  • A federal eviction moratorium is ending, possibly forcing millions of people from their homes, causing a spike in homelessness and devastating low-income communities of color that have already been hardest hit by the pandemic.
    Roxanne Schaefer is in distress as her landlord threatens to throw her out of her second-floor apartment in the Rhode Island town of West Warwick.
    Days before the moratorium expired, Schaefer was in the living room of her home of five years, watching her elderly dog sleep on the couch and playing with a kitten.
    There are many memories around the room, including a photo of her late son.
    She is also surrounded by prized possessions, including a small clothes dryer in one corner of the living room.
    But the expiration of the eviction moratorium threatens all that for Schaefer, who fears ending up homeless with her brother and her soon-to-be wife.
    The eviction moratorium was put in place by the U.S. Centers for Disease Control and Prevention. It expires on Saturday, after President Joe Biden's administration extended the original date by a month.
    The Biden administration announced Thursday it will allow a nationwide ban on evictions to expire Saturday, arguing that its hands are tied after the Supreme Court signaled it would only be extended until the end of the month.
    It was the only tool keeping millions of tenants like Schaefer in their homes.
    Many of them lost jobs during the coronavirus pandemic and had fallen months behind on their rent.
    Schaefer says the moratorium is ending prematurely because the latest wave of COVID-19 infections - fueled by the more potent delta variant - is particularly dangerous for people with underlying medical conditions like herself.
    She worries that eviction will leave her homeless and unable to find a place to plug in her electric-powered breathing machines that she uses when she goes to sleep.
    Schaefer is on disability and was unable to pay her full rent after her partner lost her job when restaurants were closed during the pandemic.
    She says she used her meager disability pay to cover part of her rent.
    Schaefer says her landlord has refused to participate in the Rhode Island rental assistance program that would have helped her catch up with her payment obligations.
    The state has launched a $200 million program to help with outstanding rents and utility payments, but state lawmakers didn't approve imposing a state eviction moratorium.
    Housing and homelessness groups say ending the federal ban will be devastating.
    Eviction hearings are proceeding in the state, but execution of any court order has been put on hold until the federal moratorium ends.
    Schaefer says she only found out a couple of weeks ago that a judge has cleared the way for the landlord to evict her once the moratorium ends.
    She says she doesn't have money to pay for upfront charges at a new place.
    The eviction will also make it harder to find a rental home because it will put off potential landlords when they review her credit history.
    The fact that rents have soared in recent months also make it harder for her to find a home.
    Even with the delay, roughly 3.6 million people in the U.S. as of July 5 said they face eviction in the next two months. That's according to the U.S. Census Bureau's Household Pulse Survey.
    The survey measures the social and economic effects of the coronavirus pandemic every two weeks through online responses from a representative sample of U.S. households.

    As a landlord, I have no idea how I will pay for water, maintenance, insurance property taxes, or trash collection. I also carry a mortgage on several properties. Unlike the popular misconception, I am not "rich" nor do I "steal" tenants' money.

      CA is providing direct assistance to the landlord. Covering 100% of the rent for the tenant for the entire pandemic plus 4 months. Not too pleased with my taxes going towards it but at least they pay the landlord directly and do not just hand money to the tenant.

      The pandemic gave people the opportunity and excuse to not pay rent. Of course if the opportunity is there people will take advantage of it. The people in charge knew this and it was done on purpose. Doesn’t matter how much money the government gave out. If they say you don’t have to pay rent for over a year people won’t. We can play the blame game all we want. Fact of the matter is this isn’t going to be good to say the least.

The landlord has bills and even if he didn't he has the right to evict someone and use the money from the renters as he wants..The landlord's have bills also and if not they have to save for retirement and they earn that right..these people had plenty of time to know the eviction was coming..so don't go boo hooing when you had plenty of time to pay the rent..what did you do before the pandemic?I assume you were paying rent or you wouldn't be here in the house and you would of been evicted back then..the landlord's owe nothing to the tenants if they haven't been paying their rent all that time and now bitching they have no where to go..

These crappy businesses force that as a requirement. Rhode Island is one of these shitholes. What world do you live in where you don't need internet and phone? I find it hilarious that people like you shit on the victims but, say nothing about landlords getting together on this issue in D.C. or their state capital before it became an issue. They had the voice and money before the moratorium was issued to take this up with politician to protest it all together (enough protesting happened last year that was useless). They didn't even try to make a dialog to make the crisis go more smoothly for everyone. They were mostly on vacation and out of sight to do any negotiation. Even if they failed the could have tried. It was disorganized from the start and the landlords knew this best.

I am not sure which country you are in, my assumption is probably somewhere in the Middle East based off just your anger, but I could be wrong! The American people are not all rich and most are out there working extremely hard for everything they own. The last I checked it was like 1% of Americans own like 50 % of everything. I can assure you our taxes are extremely high so even if you own a few buildings with tenants, you aren't in that 1%. I think that most of those commenting are probably home owners and are relating to the burden that this moratorium is leaving the landlord with. So step back and try to see the entire picture!

    No one is entitled to someone else's property. If there is an eviction crisis then it's the job of the govt to help make these rent payments, not the job of property owners to allow people to stay on their properties for as long as they want. Property owners have rights as well.

      Last year. It costed me 2 attorneys cost to evacuate a license Insurance agent whom did not pay for 6 months however He is still working at home with income . I have to let him go free of charge. I still have to pay tax and my mortgage for him to work at a restaurant from 9:00 am to 9:00 pm since DemocRATS political gangsters have to protect lazy irresponsible Americans .       You’re right I am homeless and I got savings. People are crazy spending there money just as bad as the federal government. I been saving from working stimulus and unemployment last year. Good news is I won’t be homeless much longer and I won’t be living paycheck to paycheck either.

      There are government grants to pay peoples rents all they have to do is apply. Call 211 it is a Government help line tell them what your need is they will direct you to where to get help. You MUST BE PRO- ACTIVE. NO ONE IS GOING TO DO THIS FOR YOU.

This is a tough one… The landlord has a family he has to keep food on his table to… But if her brother would lose weight and find a job they wouldn’t have a problem… Of course I can’t prove he’s not working, but a man that size can’t do much.. I just don’t get it we are a three person family, I stay home with our son and my husband works. We live off his check just fine, only one person working. So I don’t see how on top of unemployment, and her brother should be working and her soon to be wife should be working how they’re having this problem.. Poor kitten though 😿 I hope the little beep beep finds a home..

      I’m kinda hoping for it cuz I’ve seen many neighbors in my community NOT take advantage of all the federal help we got but they DID get a new car, clothes and toys for their kids 🤦🏻 about 2/3 of the apartments where I live haven’t been paying rent all year and today this morning I heard lots of knocking on the doors and neighbors yelling about their situation. Oh it’s coming alright.

Forty years ago, when I was a youngster fresh out of high school, I worked for minimum wage, ate ramen noodles every meal for a couple of years and never had a roommate's contribution, much less two of them....but I NEVER failed to pay my rent & bills AND maintain a car.       Rent is absurdly overpriced these days. In most places, it costs more to rent, than many home-owners are paying for their mortgage.. The amount they CAN pay is probably perfectly reasonable, but it's still not enough to match up to greed these days.. The problem is landlords see renters as easy-money, and get away with charging the max they possibly can, the max they THINK/want their tenants can to afford, to squeeze out every excess penny they earn, from the kind of people/class they rent too.. If renters didn't do this, maybe these people could get ahead, or at least be able to keep up.

These people have known the eviction moratorium was expiring at the end of July for the last 6 months, but were too lazy and irresponsible to take any action to secure their living situation. Businesses are literally having to close down because they can’t find enough people who want to work. You cannot convince me this lady and her morbidly obese brother or “soon to be wife” are all innocent victims who just somehow can’t find jobs.       You realise a large amount of landlords have multiple properties on top of well paying jobs not to mention the relief bills have also paid land owners. If you can be a landlord you are well off financially even if it is a shitty situation for them they have lifelines while these people don’t and they just lost one of the last ones. Also I am not saying it doesn’t suck for landlords but I think targeting the tenants who have tried to pay and who have done all they can isn’t the right move either I think that what should be done is provide safety nets for both tenants and landlords and make sure these people have the help they need while they get back on their feet I can assure you these people have jobs and are trying their hardest, even if some tenants are shitty that Is them and it isn’t worth using that as an excuse to abandon those who do their best every day.

      @@isaacdayton4962 most landlords aren’t owners of multiple properties. Most have one or two. And it takes a lot of work and capital and carries a larger risk than renting. Unemployment benefits paid people more than what they made working in many cases. These people did nothing to prepare.

      Lighten up I was a machinist for 45 years. I lost my job. When the covid hit and was unable to find one for over a year. I finally went back to school and am.driving truck. Everyone's situation is different and its not always easy to find a a job due to individual circumstances.

    When I was 19 I was paying my mom’s mortgage. After marrying I continued to help her. It was tough but her house as well as mine are paid off.
    I lost my job due to the pandemic but received unemployment.
    I was able to save up $$ since I saw the writing on the wall.
    I found a job 50 miles away until I found one closer.
    Sacrifices - decide between a want or a need.

When the Government pays subsidies or offers subsidized housing, it allows companies like Walmart to pay people sub par wages and the taxpayer is essentially carrying the remainder of the liability. If subsidies weren't offered, people wouldn't stand for Walmart level wages and prices would have to increase to acceptable levels. It's the same reason subpar colleges are getting away with $60k/yr tuition - because the Government is subsidizing the loan.

      Alot of these property owners are probably going to faced to reconditioning their units and houses due to a fair chance some of these people, didn't treat their unit well. Obviously they thought that would last forever. I would have sold everything I owned to pay for my place to live instead of obtaining NEW things I can’t afford.       What’s worse is the bank will ask for a bail out, when too many can’t make the payments. Then the bank after receiving tax payer bailouts WILL STILL FORECLOSE on the very homes our taxes helped them out on. What a great system for the people with influence. The real scumbags are the politicians who gave them the money with no stipulations. One nice stipulation would have been that the banks needed to keep these people in their home. I don’t expect t the bank to bail out the borrower, just work with them, try to restructure the loan to the benefit of both parties.
      The way that 2008 deal work was a big double dip, they got money to help them with the delinquent loan and they got the house, that is F up

Landlords still have to maintain the property, pay the taxes, pay the mortgage, pay for all repairs, even though it is without pay. Slavery is a simple concept, merely forcing people to work against their will without pay.

I’ve been fortunate enough to have worked this entire time, but I only work an on call job and could still work 50 hours a week. I live in my truck and shower at the gym, because I cant find a place to live. Cos they’re all bein squatted in!! Sorta funny!

      I’ve applied to places and the help wanted signs would still be there weeks later and I still didn’t get hired. People want jobs but sometimes jobs just don’t hire enough.

      No. The issue is the disparity. 800-1400 dollar rent is too much. After taxes and insurance, you're looking at over 2-3 weeks of full time pay just for rent.

    An eviction moratorium does not mean the rent gets cancelled. It means that ALL the rent that has accumulated due to non-payment WILL be due at some point in time, and they still can charge fees and penalties for late payment. For example, if the rent was $700 a month and they didn't pay it for 6 months, they have to come up with at least $4200 at some point in time, which can be worked out with the landlord. A lot of people think, if I don't pay, it'll be free. WRONG!!!!

    I would like to know the whole story, landlord’s side as well.
    Can’t say I feel sorry for tenants that received unemployment and stimulus money and didn’t pay the rent because then government told them they didn’t have to.

      Right? In my state, people on unemployment were bringing in $1000 per week for 6 months. For a couple, thats $8000 per month, plus three stimulus checks. My fiance and I are living with roommates because we cant find an apartment. We both worked through the pandemic so we didnt get any of those magical unemployment checks. Any apartment we have been able to find has been TRIPLE the rent it was going for a year ago, and they want 3 months rent as a deposit plus first and last because they have to have some kind of "insurance' that someone wont move in and immediately turn into a squatter that doesnt pay rent because of the "moratorium." The just lifted it in my state 3 days ago. The line at the county courthouse wrapped around the block twice. 3,000 eviction filings the first day. JUST in my county. One property manager I talked to said that he watched tenants buying new cars, new televisions, motorcycles, campers, etc and not paying one dime in rent. These idiots thought this was "rent forgiveness" and that extra unemployment and stimulus was "free money." Now they are crying that they "have no where to go." My fiance and I took half days from work yesterday to go to the courthouse and hand out copies of rental applications to the people waiting in line to file eviction suits.

      Landlords have also had many chances to take free money From the government, some even commiting fraud for thousands of dollars.
      No landlord is really struggling like that, you don't hear any landlords talking about how their now homeless.

In all cases, all landlords are not receiving thousands of dollars of free money. Bottom line, no body invests in property to take care of someone else's family. For some, this is their business and their income. Yes, I am angry that my tenant owes me 10,000 and steady moving other people in to live free - off me - but I am the BAD guy,

    This is insane. What in the world are the landlords supposed to do?!? Come on. Pay your bills, or leave. It's not fair to punish someone who scrimped and saved and bought a little rental property to have some additional income. What if they lost their jobs? People are getting way to used to the government handing out money and solving their problems for them.

    You don't deserve a huge house and living stipend for being born, work and earn what you want. The level of perseverance and dedication to that work usually determines your earnings. IN A NON -SOCIALIST country like America. Politicians need to stop pushing dependence and entitlement, unless they want to give away THEIR personal $$$
