Maybe but depends..Germany has great legacy of krautrock bands that influenced lotts of more comercial and more well known artists,( like Kraftwerk, Can, Faust, Amon Duul II, etc) but after that im 70. there are few great bands..Nothing more or less than Japan, Poland ( great post rock), England, Ex- Jugoslavia...So i agree that Germany is great country for rock music, with great festivals but much smaller Europian countries have also great scene..
