but thats Oakland...for reasons I cant explain. Has been unable to govern, have clean streets, pave the roads, and have safe streets my entire life in the Bay Area. 60+years. no change.
The reason is because during the mid and late 1950s, the African-Americans mived in and everybody else moved out. And later, during the 1980s, they completely took over city government. The result is a disaster.
Serious question…. I moved to East Bay 4yrs ago from the Carolinas, so I do not understand this. Why do you think that is? Why is it so hard to manage this city? Does it always come down to corruption?
Have the residents ever tried voting differently.

It's the way Oakland's elections are structured.
As I heard it, the have runoffs between candidates that effectively serve to remove the top vote getters and the person nobody wants winds up being elected. In a nutshell summary.
Crime.... Tons of crime.
I worked there for a month and was shocked, absolutely shocked by the things I saw… everyday! It’s really about the people of Oakland being stupid, crazy and not giving a care about their community, imo.

Not necessarily. It's my understanding that Oakland's voting is a series of "runnoffs and removals" which serve to eliminate the candidates that get the most votes, and the candidate no one wanted gets elected.
In addition to what blindjustice said, people are allowed to change their minds. If they stubbornly stick to a (mis)leader, that makes them a Trumpee.
She won the runoff election with just 50.3% of the vote. Hardly a landslide.

Oaklander since birth. I called her office about a giant construction project in my neighborhood and they were so ridiculously unprofessional about it. They called me a "nimby" because I inquired about off street parking (they allocated only 7 parking spaces for over 197 apartment units saying that "low income seniors don't drive" but of course almost everyone in California drives). They became completely condescending and rude the second I asked why they require homeowners to provide off street parking for new construction but do not require the same from giant apartment complexes being developed by corporations. All of the Sheng Towers being constructed right now do not care about their neighborhoods they are devaluing with eyesores that are largely empty.
Their answer was to call me a NIMBY. So basically they had no answer and went low because they are not professionals nor qualified to run city governments.
You don't see the plan do you? It's just to get money to the donors and nothing for citizens. They are trying gentrification but are failing at that too. The plan was to get the poor people out and build/renovate market rate units. The problem is, the "poor" people never left. They just camped outside. Just listen to her "bargaining" with the A's. She never wanted to keep them. She was told to let them go so the AASEG can build condos and coffee shops at the colosseum. It's sad but true...the donors are the people they are working for. That's why she is facing the trouble she is facing now. Working for her pockets instead of her city.
Corrupt corporate developers are destroying the quality of life for residents throughout our state.
Greedy & corrupt state & local politicians see quick cash gains for themselves without a thought about long term living conditions.
There is nothing green about California actually it's a corporate developers paradise.
I think that might be more of trend where parking spots are being discouraged, in favor of ride sharing and public transit.

The difference could be accounted by two different investigators assigned to two different suspects. Note, I am not a fan of Sheng Thao or Henyard. Investigators have been known to jump the gun and raid someone who is not worth raiding. For example, Steve Jackson games was raided because they themed a board game around hacking, which is not quite the same as engaging in cyber crime.

Ignacio de la Fuente has lived in Oakland for 50 years, and has around 12 years on the Oakland city council. His opinion is more valuable than most.
