They hang around because it is a target-rich environment. Lots of young kids looking to buy drugs. Many drunk. Most have some amount of cash and things like phones and jewelry to steal. Plus, they are still fairly idealistic at that age so they don't recognize the danger that guys like these represent.
You have to understand, these are predators and predators patronize the easy hunting grounds.

Stated playing target practice with students. even if they dont attend, their homies come to visit. Total disgrace

Absolutely not true. The music industry and video game manufacturers conducted their own studies without any oversight or objective measures and you are lying. It's actually good for the kids and makes them better citizens and many join the boy scouts or church choir.
It’s not the music itself per se, it’s the culture that celebrates this behavior. It is unique among all Americans to this group and the sad statistics reflect it.

Younger than the age of twelve. Just about as soon as they can walk. Some say environment. I attended THREE inner city schools. Some times the atmosphere was so chaotic that I it was hard to pay attention in class. In High School, it was bad. There was NO discussion about scholarships, college. Just push you through and on to the next. But did I allow myself to STAY there? NO. I worked and worked hard. I made sure my Supervisors knew I wanted to progress up. I do not have a college education, but I own my own home and I’m retired now. It’s within each individual regardless of home life or where you live or go to school. It’s your own MOTIVATION.
@@Kuulei265 you're a great example of what can be done, but most people don't have the inner drive and vision to do what you did. good parents and a stable home environment would also help these kids- but they usually have neither one due to the reckless behavior of the young women who get pregnant producing the hordes of fatherless babies. on average, the black girls end up having 4-6 fatherless babies by the time they turn 30, and the cycle keeps going. it's an immature and reckless society - they don't seem to recognize the real problem- if they stopped having babies before they were capable of providing a stable environment- THE CRIME RATE WOULD DRASTICALLY GO DOWN.
