@@canadianradiochemist4465 Sure, butb it wasnt an empire in the traditional sense. The emperor did not really rule as the old Roman emperors had, the power was very much divided among minor lords. That's where the "Unholy German Confederation" meme originates, because it acted more like a cluster of states than one cohesive empire.

Meanwhile, the Holy Roman Emperors after a few dynasties were more figureheads than de facto rulers, commanding only a few parts of the territories that were "theirs" in theory. This critique comes from Voltaire, a frenchman living in an unified absolutist France, so thats just his point of view of what Empire means.
