So the police had every right to hold them at the gate. If they were in dress uniform I can guarantee that barricade would have been moved within seconds by the police or if not the Guardsmen in line order would have dismounted, their fellow to the left would have taken his reins and they would have moved the barrier themselves and moved forward.... I will say though, fair play. The police officer was only doing his duty though...

Those riders are not in formal uniform or in âKhaki Rideâ, theyâre civilians, wearing civilian riding clothes
That means that they canât ride across that area without special permission.
Indeed, The King's cypher, CR III (Charles Rex The Third) is brightly and prominently displayed on the sides of the saddle blankets.
However, nevertheless, they are completely correct in complying with the Highway Code upon meeting Police officers performing traffic control.
From what I can see it looks like they are coming along The Mall towards Admiralty Arch; and since we can see road works and traffic filtering, there is Plod on traffic control.
Just typical London, in any normal day.
The sheen on the horse's coats does seem to indicate that those horses want for nothing.

Look how well trained those horses are and those women wearing spurs, as though theyre going to enter a race.

Horse guards parade was being raked (the stones were being rolled and flattened ) by a machine. There was merely a slight delay while the raking was completed. And everyone remained polite and professional
The kings guard can move about freely without hinderance and the police know not to stop the kings guard in carrying out its duties.
The Lt. Col stood in blues was acting as liaison
The mounted detachment continued into Horseguards and went onto rehearse bits and bobs for trooping the colour next month.
If the policeman was preventing the guard exercising its functions they would simply have ignored him and ridden past. The barrier would have been opened and the officer would have been ignored and reported for stupidity.
But thatâs not what happened, when the parade square is being raked. Stones are kicked up and thatâs dangerous for the horses. Hence the delay on entering
The met are often hopeless woke tragic cases, but this is not one of those examples

We don't know the reasons for this. Maybe the cops been told to keep the area closed off, maybe the riders went to the wrong gate and were asking permission to take a short cut, maybe the cop was told to check it was safe for the riders to enter before opening the gate. Don't be so quick to judge.

What the police officer was actually doing was talking to teams at the other end of Admiralty place to make sure the retractable bollards were down at both ends so the horses and riders could get through to Spring Gardens and into the stables.

This is a prime example of what happens when you use too many layers of levelled security.
I would like to see all the people in the comments spend a day being a police officer and then see how they feel. All officers follow rules and procedures and it doesnât matter who is in front of them. Good on them for checking in fully first. There is some merit in what you say about ID. But where the Royal Family and its traditions are concerned, not every member of the Royal households has the right to go anywhere they wish, so ID cards would and should not be acceptable. But better briefing of the 'CONSTABLE' not Police officer would have been better, then he could have checked on his clip board that they were allowed in at a certain time or else explain why the holdup. The appearance of the Lt. Colonel should have ironed out the matter. The police forget that many areas of London are in fact Crown Property where they have no jurisdiction unless authorised by the Royal Household Officer of the Day who would have received information before hand.
What comes out of the horses has more benefit than that officer.

Itâs the kings horses. All of the Mall and st Jamesâs park are the kings private property. The crown allows the public access, you can tell because the roads are red. Green park and st Jamesâs park were part of the original Bâham palace gardens. Horse guards was an entrance from Whitehall on to the estate. Wellington barracks were also in the estate.

Met have to follow procedures. If they were not told the horses would need access to the Park, then that's the fault of higher up and they need to check first, no matter who it is.
The riders are military, but accompanying people who will clearly be riding in Trooping of the colour and need a bit of practice first.

I've seen this before when Princess Anne was riding through Kensington Palace Gardens a couple of days before the Coronation. I recognised the horses before the rider
In law a horse and rider can legally stop traffic as they have right of way. I know that as a horse rider and it came up in a speed awareness course too. As they are the King's horses I'd have thought the police would give them the road anyway.
Instead of cranking on this guard, maybe commend him for doing his job.
