Now this was expanded to 14 to 83 (32 more added on the UHF band). Now it's digital and multiple sub channels now exist in addition to the primary. But no channel one.

Those are relayed throughout the network, and the voices would interfere with the data the tones contain... Also, in 1988, the EBS would still be using the 1500 Hz tone, not the two-tone attention signal... That's from the newer EAS.
