Now that we've effectively ceased all large-scale preventative measures, there's no public health reason not to do it. The operating budget of Vancouver is $1.7 billion. $200 000 is 0.00012 of that or 0.012% of the budget. That's not massive by any scale.

Day for Truth and Reconciliation, Canadians learn, recognize and reflect upon the history and ongoing legacy of residential schools, the trauma experienced by many, and the hope for a healthy future. But, what is there to learn? Who were the people in charge of these schools, were the abusers ever held accountable? What steps are currently being taken to fix broken homes as a result?
Not many Canadians were a part of the Catholic Church during this time nor are the average Canadians an influence on the government. Seems more like divisionary moves to take away the traditional events, whose purpose was to bring people together, of those who had no part of past events.
Lets not forget history, nor foster corruption that leads to fat pockets at the expense of others.

The Port Authority could have made First Nations people a visible part of the celebrations. In my view the celebration is of Canada and of being Canadian, and not specifically about becoming an official country on a particular day.

@@sarcasmunlimited1570 To be clear, Canada as a political entity did. Just not the land. Most First Nations I've heard who are opposed to (or more accurately, don't celebrate) Canada Day aren't opposed for it being less inclusive, it's a celebration of a political entity they've been at odds with for over a century. Including them isn't what they want from my understanding until the other issues (see that "over a century" part earlier in this comment) are dealt with.
In other words, when Canada (the political entity) actually reconciles, First Nations might be willing to be a part of that celebration but not so much before.
