  • After research and a lot of people asking I do a video about ACH Payments. I decided to show exactly what the Federal Reserve states they can and can not do when it comes to any ACH transfer.
(Side note: did you know the Federal Reserve created the ACH system so many people use today?)
All information obtained was directly from the Federal Reserve Website. I do go into detail regarding how the Federal Reserve uses ACH on a basic level. This video mainly will touch on the topic of Returned Payments.
As I have learned the following is important to keep note of:
    ACH - Debit Transfers
    ACH - Credit Transfer
    Article 4A
    Operating Circular 4 (OC4)
    Brief summary:
The Federal Reserve Bank CANNOT REVERSE any Debit ACH Transfers. This is done sole on the Financial Institution that was the "Receiving Bank". As noted that doing so these banks will incur fee's and will be responsible to repay the Federal Reserve bank.
The Banks and Credit Card companies are probably having a field day. Trying to cover this up and thinking of ways they can just collect all this money from the citizens using their accounts. (hence instant closures without notice, etc)

carefull don't step in the hope and change pile a third time. nothing is free and a positive outlook without action is the same as watching a mugging and hoping somebody does something.... evil wins if good people as individuals don't stand up and refuse to tolerate tyranny. some will stand alone some will be in a crowd, doesn't change the individual conscious choice to not tolerate theft, extortion and unethical rulership over we the people. the power comes when the collective of individuals reaches superior numbers. All things begin with an idea, both evil and beneficial. imho.

I worked in payroll for a shoe company and one of my main tasks was AHC rejects and returns. Sometimes an employee would attempt to set up their direct deposit and would miss key their account number. most of the time the funds would come back right away with it being the the account was invalid or such. Every once in a while an employee would contact us because they did not receive a direct deposit and we would discover that the account was not entered correctly for their direct deposit. A letter of indemnity would need to be done to prove that the funds were intended for our employee. Reason being was that the incorrect account info was a valid account and given to someone's account, but there needed to be proof that the funds were not intended for our employee and a request was then made to have funds returned. But the fact that a reversal was done by the Fed Reserve in Mr Beane's case shows that all the account information he provided for the funds transfer, IT IS A VALID ACCOUNT! His court docs state that it was a fictious account, if had been a fake account no money would have past at all. So when I had to do a reversal, I had to request it.

ACH Is when the person you pay goes and removes the money directly from ur account. I don't think they allow those. These accounts are only for the holder so the account holder HAS to remove the money himself, not let someone else do it. R34 error code RDFI limited participant. That means the person you paid and is trying to take out that money is not a registered participant to take that action.

IMPORTANT: (sorry @Crypto News) This information is being interpreted totally wrong!
The second definition of "indemnify" is "to secure or reimburse against legal responsibility". 14.4 in the publication you're reading from doesn't mean that the Fed Reserve CAN'T receive return funds. What that is stating is the bank (or entity) that receives must keep records of sources of transactions involving the Federal Reserve.
The "Reserve bank's failure to receive" returned funds in this context means '(if) the bank or entity that received the funds, doesn't return their money'!!
What the Federal Reserve is stating is that one way or another it is going to get repaid! The money in ACH or debit form is not floating around in oblivion waiting for anyone to grab it. This is serious business. If you don't have an actual, verified account at a Federal Reserve bank and use one of these methods to put money in your bank or pay for something, that is fraud & theft. The Reserve is going to get their money back! It holds whoever received the money responsible to indemnify (reimburse) their loss. However, the person who initiated the transaction (likely you if any of you are trying this) is also held responsible!
Now, if you use this method to pay for something either through another bank or a business, the business would probably have to return/reverse the transaction. This does not leave the initiator of the transaction free and clear. That bank or business is going to come after you to either get their money, product, or item. Plus, there is a strong possibility of one or both pressing charges for fraud and theft.
I hate to burst anybody's bubble, but this appears to be a scam. There are already at least two people with Federal indictments against them. I wish the personal accounts were real as much as many of you do. I really do. Look on all the videos in the comments of people who have tried it and are getting reversals on what they have tried to pay or charge. It's not working and probably will cost people more in the long run.
There is a SCAM Alert on the treasurydirect.gov site regarding this very type of transaction which states the claim that any kind of treasury account set up for each person at birth is bogus. This is an old tale that began probably before 2000 according to the dates on the information contained in the alert.

When you have the sending bank AND the FR relieved of all accountability, as this law code seems to imply- there IS NO WAY to pay debts. Also, it means that the financial systems also have a gaping loophole that allows all "citizens" the ability to create wealth. But all of this makes sense once you realize that money is literally backed up, and given faith to, by the people. The BC is a financial instrument evidenced by the paper it's made from, the worded elements within, and the serialization of each one as unique and singular. The accounts created from the BC is a percentage of all liquidated assets held by government- including your home, your car, or anything else registered or on permanent land. Even YOU AND YOUR CHILDREN. The value of the USA and all of its deposits, mined goods, fruitful land, chartered corporate entities, and military hardware alone could easily fill those TDA accounts with hundreds of millions each.

Because I think that number is just a to keep track of the actual cards themselves since you only get a limited number in a lifetime if you loose them.

Anyone notice how when they access their account somewhere, the account number is usually 7-8 digits. But when it comes to direct deposit or external transfers, you have to supply the 12 digit account number. For instance, the account number I have access to is 7 digits. My credit union says add as many 0's necessary to the front of my account number to make it 8 digits, and in front of that I am to put 5010. Has no one ever questioned this? We don't have access to the FULL account transaction history or statements. I live in Utah, so it is a holiday today and I cannot call my credit union, so I sent an email about this.

I don't know if this is what you were asking, but if you bank at a larger bank, you'll likely have the full 12 digits in your account number because they have more customers. If you bank with a smaller bank with fewer customers, you won't need such a large account number. Your account number really is 12 digits long, but with zeros in the front. Your bank likely just drops the zeros for convenience when working internally.

  • @danielrogers1

It sounds like you're taking a very limited understanding of accounting (credit vs debit) and using a short list of examples as being the complete list of all items that would constrain their actions.
A credit is anything that adds to the balance of an account, a debit is anything that reduces the balance off that account. Every transaction has an equaling opposite transaction in standard double entry anointing, which is standard GAAP practice. So every credit transaction has an equal debit transaction. Depositing your payroll (credit to your account) requires an opposing transaction (debiting the employers account).

The fed is talking about if a receiving bank fails to get the returned ach item, that bank must indemnify, which means take the risk for loss on that missing return. All items, checks and ACH items have a tight window for return. The fed is a pass through only. So, a bank would have to take ownership for mishandling a return or deal direct with the originating bank. If you know banking, there is nothing weird with this process. Most people do not understand how it all works..but I do and this does not mean what you are thinking it does

Lisa Wykert, Quit making sense. Facts and logic don't apply here. It's all about the government ripping us off. That and the fact that a lot of people want something for nothing. If someone says the government has secret accounts registered with the FRB and they belong to us and we can access them with our Social Security Numbers and an FRB routing number, what's not to believe?.... : )

    • @droopypie
      @droopypie Před 7 lety

Lisa Wykert: Are you saying the Fed does accept returns on ACH items?
Wo Mo Ting: It's no secret that the gov't has bonds on prisoners, which are worth millions and politicians hold an enormous share of them. The bonds are listed on Dunn & Bradstreet. Makes sense that eventually all of us will become prisoners considering there are over 80,000 statutes and codes and the country is in deep debt... Who do you think is going to pay off all this debt - Donald Trump?

    • @wonmoting3113
      @wonmoting3113 Před 7 lety +2

Pooey, The government has bonds on prisoners that are listed at Dun & Bradstreet? That's a good one. And if the government has all of these billions of dollars in people bonds, why are we in debt?
There are about 320 million people in the US and some people are saying there is at least a billion dollars for each person. That's $320,000,000,000,000,000 dollars or Three hundred twenty quadrillion dollars that the government has along with all the other money they have.
We're rich! How come we can't pay off the national debt?

this means that if a bank get money in error or say someone was defrauding the bank or Gov such as getting money from an entitlement they did not qualify for. The bank sends the money back to the Gov and they say we never got the money and the bank says here is the prof we sent it back in fact they did send it, that would be lost in cyber space because they are unable to receive it. This would hurt the bank and they would have to be made whole and the sending back would have to get them the money another way. I bet is has to be sent by check and not electronically. This is off the top f my head seems what this is saying.

I just watched a video with Heather Tucci and Randall Keith Bean where his payment for a $500,000 coach was returned. The point is that it's your account and you did not authorize or request a return and that's what you have to prove to your bank that issued the payment or reverse the payment. I recommend you look up that video and watch it it was very interesting if not long-winded.

you need to do a lot more research considering how wrong you are. I'm not sure what you were trying to prove or disprove but you should be looking at NACHA for the ACH rules and regulations the Federal Reserve is not an originator of ACH therefore would not be reversing ACH debits. The Federal Reserve is an ACH Operator. I am an ACH specialist (NOT with the Federal Reserve) and I can tell you your researching in the wrong direction.
