I think American separation of church and state should forbid our government from giving any aid or selling military hardware to countries that use religion as part of their governing. This automatically implicates the American taxpayer in religious conflicts, and makes it seem like we're picking favorites. If we absolutely must give aid, there's no shortage of NGOs and aid organizations that are non religious and non sectarian.
