Homework question 1 A crackling sound is produced while taking off the sweater this is because a charge is created by rubbing of sweater with the body that causes a spark just like in the case of lightning.
Homework question 2 The precautions that we have to take when earthquake strikes outside the house are
1 Run away from tall buildings and utility poles and move to a open place
2 If we are in car , drive it slowly before trembling Stops and avoid bridges
3 If we are in mall don't use elevator and escalator because they work on electricity

*If you are in a car or only other vehicle drive to a clear area and avoid bridges.
*Don't go near trees and buildings and they can fall on you ,try moving to an area which is free from trees.
* Try not to go near electric appliances or poles as you can get an electric shock.

Whether there is a positive charged body or negative charged body they want to become neutral. So a positive charged body needs more electrons to become neutral so it will attract negative charged body. While a negative charged body will be searching of a positive charged body to whom the negative charged body can donate it's electrons to become neutral. So a negative charged body attracts positive charged body
