Is better to confirm by saying Rudder hard to port,or rudder on port twenty.Not wheel.You just watch the rudder angle when arrive at desired angle,you confirm.
Steady only say for course. For example Pilot: (Steady). its mean Steady in same course you see in that time Or Pilot: (Steady on 096) Helmsman reapat: zero nine six sir.and he try to steady by looking into ROT and course till coming up to zero then he report again to pilot Steady on zero nine six sir

How to steady?if moving sir. Exmaple port/stbd 20. And then u steady
return it back to steady set to 0
