Completely forgot one of the options in The Evolver that is, the 90 fps option :
Go to The Evolver > Miscellaneous > Scroll Down a bit and enable Unlock Higher Fps in Games

First time hearing this but try to pinpoint stuff, Remove modules from magisk and see if that helps, Clear dalvik and cache from twrp (NOT DATA ONLY CACHE)
It seems there's a big memory leak from what you're saying, Since it happens on every app then it's something related to modifications,
Last step would be re installing kernel as it wouldn't erase data, Rom is fine as im still using it along with lyb
