ISRO has always been playing a catchup game. They designed GSLV in the late 1980s thinking that the capability to launch 2 tonne communication satellites would meet the country's needs. By the time they finally managed to get GSLV ready after long delays, satellite masses had increased to 4 tonnes. So they designed LVM3 to launch 4 tonne satellites. But now they find that satellite masses have grown beyond that too. For comparison, China has had the ability to launch communication satellites weighing above 5 tonnes from the 1990s itself with their Long March 3B rocket.
