The hard part isn't asking someone out over a call. The harder part is somehow making a 30 second conversation about the weather last an entire dinner.
Dates are like job interviews, you need to ask open ended questions to see if the candidate is compatible with you. Ask "Who, When, What, Where, Why, How" type of questions, actively listen, add your input, then repeat. If your conversation is majority of "Yes/No" topics occupied with awkward silence, then it's no longer a date- that's an interrogation.
