I'm half Japanese and personally I would never consume bear meat in other words game meat although it's a delicacy or specialty dish in certain regions in Japan. The Wildlife Protection and Hunting Law does protect bear hunting except in limited circumstances such as destroying crops, property, and most importantly harm to individuals and it's strictly regulated and needs a special permit. Sapporo has entered a phase of population decline like other rural areas in Japan and is no longer immune to the bear problem. Once again, I personally would never consume bear meat or any kind of raw meat because it's highly and potentially a breeding ground for dangerious bacteria and when you cook it you're killing off that harmful bacteria that could potetially make it toxic. All bacteria needs time to grow and the freshness of the meat is extremely important because salmonella can get through the muscle tissue although you definitely can't eat poultry raw because they have a more porous structure the holes on their outer body which allow pathogens to penetrate deep within the meat and their intestines will commonly end up all over the meat during processing just like pigs but cows have dense thick muscle tissue that bacteria don't tend to spread through so easily and just searing the meat on the surface is generally sufficient which is why you can eat a steak rare. If you eat sushi, beef or anything raw, it needs to have careful handling all the way through the production line to ensure it starts and stays clean of contamination. The botton line is...Raw meat dishes are common in Japan and around the world, though this does not mean they're safe and things can go wrong.

bear meat is known to have trichinosis, even freezing it doesn't kill it. I wouldn't eat bear meat that isn't fully cooked.
