- UNRWA chief Philippe Lazzarini tells AP (January 19, 2024): “I will commission a review by a third party, I still have to identify the third party. It needs to be reputable and credible enough to basically look into the various claims we can see in the media coming from either individuals or organisations, attacking or blaming or accusing the agency of collusion with a de facto, with Hamas in the Gaza Strip."
"Clearly, as an agency, we are indicating that there is none of this agency institutional policies, that we have robust internal mechanism. But I also acknowledge that we are not operating in a no-risk environment."

The UN locked the UNHCR out of Jordan, Lebanon, Syria, the Gaza Strip and the West Bank and gave UNWRA exclusive refugee aiding jurisdiction there. Why is that a problem? Firstly, as Wikipedia says, "UNRWA employs over 30,000 people, most of them Palestinian refugees, and a small number of international staff". When the staff is mostly Palestinian refugees, do you think they won't have a bias toward the Palestinian culture of wanting Israel eliminated? It also says "Unlike UNRWA, UNHCR has a specific mandate to assist refugees in eliminating their refugee status by local integration in the current country, resettlement in a third country or repatriation when possible".
What is UNWRA's mandate? According to their own site, "UNRWA has a humanitarian and development mandate to provide assistance and protection to Palestine refugees pending a just and lasting solution to their plight. UNRWA derives its mandate from the UN General Assembly, the Agency’s parent organ, and it is only the General Assembly that can define the UNRWA mandate. The Agency’s mandate is not set out in a single source or document. Rather, the Agency’s mandate is derived primarily from UN General Assembly resolutions."
As you can see, their mandate is not "to assist refugees in eliminating their refugee status", it's just to "provide assistance and protection to Palestine refugees pending a just and lasting solution to their plight", whenever that magically happens. They have no motivation to try to end the Palestinian refugee problem whatsoever. What can we conclude from all of this? Obviously that the UN has no interest in "eliminating their refugee status by local integration in the current country, resettlement in a third country or repatriation when possible" and, by banning UNHCR from operating in any of the 5 areas listed, they're making sure that never happens, or at least takes as long as possible. Is there some valid reason why both UNHCR and UNWRA can't operate in those areas? What might that be, they would fight each other like two fish in a bowl? Actually, that's a realistic possibility, the Palestinian staff of UNWRA might just attack them for trying to end their jobs by ending the refugee problem.
