India does not provide dual citizenship. As a work around NRIs who got foreign citizenship apply for OCI. To get OCI (Overseas citizen of India) status, NRI has to surrender their Indian Passport. This is the closest possible scenario to being dual citizenship. It is a procedure rather than reflection of feeling of the NRIs. If the news also provided numbers of NRI also become OCI then it would make sense.
