The only "character" that could possibly be considered the most powerful one would have to be not a character, but the mete idea of a character. No creation can be absolute, as old creations or newer ones can always surpass the previous creation that was at the top, for multiple reasons. What would be? There is no such thing as the strongest fictional character because us humans create fictional characters that are stronger than other characters(this is constant cycle), knowing that there is no such thing as true omnipotence in fiction we can really tell. E.g saying The one above all is the strongest in fiction is not really factual cause there are other god-like entities that other fictional creators have made, some known like DC's representation of Lucifer, Lucifer Morningstar, Azathoth from Lovecraft, Featherine Augustus Aurora from 07th expansion, The SCP-entities etc it's impossible to tell cause
