Refer the article " The Drug & Cosmetics Act 1940" & Rules 1945 for the same. ( license is issued by State govt)
Apart from that u can apply for MSME registration ( for startup loan from SIDBI/ NABARD) and Company PAN, CCaccount, GSTIN, etc r mandatory.
Also, u need ITR file of last 3 yrs against your name ( personal) .
For startup loan, u can initially Apply Mudra loan & accordingly prepare ITR4 ( for your company upon registration) for STARTUP LOAN
