Girls on the right disrespecting. If you are afraid of the horse don't get close. Of course the Guard can not talk to the tourists, not the Guard's job.

I feel bad for the horse having to stand without any exercise

They get plenty of exercise first thing every morning and at other times, they get regular holidays including trips to the coast where they paddle/swim in the sea. They are only on duty for an hour at a time and horses can stand for several hours quite happily in their stables. Don't worry about Horseguard horses, they are EXTREMELY well cared for and actually have a good life.
