      She's not in a rehabilitation facility (aka a psychiatric hospital), so obviously she hasn't been rehabilitated. Australia's courts are clearly completely fucked for sending a severely mentally ill woman to regular prison.

      @@amityislandchumI worry they haven’t developed a treatment for her that would adequately address her mental health issues. They talked about all the anti psychotics/medications she would take that didn’t make a difference. Outside of sedating her I don’t know that any psychiatric treatment would help her. But I do agree she needs to be in a psychiatric hospital instead of prison. Potentially for life or some sort of strict supervision for the rest of her life after being institutionalized.

    The day she gets out, they need to drop her off at one of the judges who reduced the sentence and tell them they are now responsible for keeping the community safe.

    She walked outside with her mother's head to show the neighbours? Whoever gave her such a light sentence is in denial like her mother. Come on, she was violent, she bit people, she made threats to kill people, she was harassing a guy, she killed her mother, decapited her, she walked outside with her head and she got a slap on the wrist by the justice system? She should have got either a life-term in jail or a life-term in a mental institution. You can't redeem such a monster, she'll kill again when out.

      She’d get life no parole here in the states even for manslaughter considering the level of the crime and how long she terrorized her community and stalked that man and his family. Taylor shabizzness did the same thing. non-premeditated decapitated her lover and she got life with no parole. Our justice system is messed up but it’s not Australia messed up. This woman will hurt someone else when she gets out

    As an Australian, this case shocked me. The very fact she will always be a danger to society should be the very reason she remains locked up in a mental health facility for the rest of her life. Who is going to support and supervise her upon release? It's all good and well reducing her sentence, but honestly, what good is that going to do for her or society??

    She will NEVER not be a burden or fear to society. She’s the poster child for the need for life in a mental facility where she is kept highly medicated.
    She NEVER should have been put into gen pop prison. How was that allowed?
    The system failed before this horrific tragedy happened and seems to continually fail after. How many people need to be hurt to protect this one very mentally ill person that has proven over and over and over again to be aggressive and a harm to others?

    Ohh... I remember this case. That woman, Jessica had been absolutely mentally ill with co-morbidities of so many variables.
    I don't even know what to say. She should've been locked up in a mental health facility long long time before her teenage years. This may sound harsh, but not as harsh as the image of her decapitated mother.
    There was and is a reason for highly secured mental health facilities - whether society finds the idea "cruel" or not. Jessica definitely belonged in one. Poor Rita, may she rest in peace. 😢

      I agree. Sometimes we forget that helping other people in need and goodwill are good deeds, but there are people who are simply unfit to co-exist with others. It's not necessary their fault, but there is only so much one person can do to help another to live in a society, safe for everybody. There are people, who don't have the capacity to understand, what does it mean to belong to a community, what kind of responsibility is expected and what kind of behaviour is expected. I don't think it sound harsh to say, these people have to be kept in safety, for their own and for others. If her reduced sentence would stay, she would be bodily fit when she reenters society and she surely will be capable to continue to do horrible things. But if she proceeds with the further assault and whatnot, she won't see the blue sky again befor her 85th birthday.The fact that she doesn't learn from the consequences of her actions and her remark "jail is not like the real world" show that she still doesn't really understand the concepts of jurisdiction, felony and punishment.

      @@mol588 Agree but in defence of the mother, I have had personal experience with the very same mental health services in this area. I can assure you that it is an 'in and out' process and they want the person OUT to cohabit rather than keep them in. There is more focus on addicted patients. Her Mum enabled her but she didn't get the assistance she needed from the government for help. It is sickening but a reality.

      I agree. And now in the aftermath of what she's done, she should have at least been put in a mental hospital for the criminally insane for the rest of her life. But I guess they don't have those in Australia (?). One reason I'd not want to visit Australia (or some other countries) is how light they are on violent criminals, especially s_xual predators and m_rderers. Not only would I not feel safe, but I'd feel like I'd not get justice if I was attacked/had my life taken. And then you don't have the ability to keep something on you to protect yourself in some countries because of restrictions. What dark god do they need all these sacrifices to? SMH

    Yeah, there's a lot to be said about this. This woman should've been institutionalized a long time ago and sadly I think her mother was too protective of her and that prevented the community from being protected from Jessica. The mental health system is not and never will be perfect, but it is clear Jessica was a danger to others from an early age. I only hope Rita's grandson recovers mentally from the experience and that Jessica is never allowed back into the community again.

      I doubt the true severity and myriad of disease here is even being reported. This is an impossible case. A nightmare from beginning to end. There is no "system" that can handle this and still meet the current standard of humanity and also be effective.

    This is such a heartbreaking and horrid case. Jessica should remain in a locked down mental health facility, never to see the light of day as a free woman again. Her sentence is just too light for the circumstances.
    All my love to Rita’s family. Rita seemed to be an amazing mother, grandmother, sister, and friend. May she rest peacefully ❤

      I whole heartedly agree with this. I was going to say the same thing but was sure someone else would have said it. She will never be safe out in public. If she gets out and hurts someone again then a serious investigation into the sentencing guidelines that exists in Australia. How many more people will suffer because our justice system is light on offenders. Jessica needs help. I am not sure prison was the right way to go. The life in a locked mental institution would have been the better call here.

      They do it every time! Sometimes I just stop watching a video when I hear it happened in Australia, the U.K., or Canada. I already know it's gonna frustrate me. If they can't give people real life sentences for taking multiple lives (which they usually don't), then they're not going to for stuff like this, no matter how brutal. It's like how I've stopped watching any unsolved mysteries. I hate when there's no justice.

    I actually met Jessica (I was a student nurse on placement in the prison she was in prior to her sentencing) she’s definitely in need of ongoing treatment and medication but the real danger is she presents as a sweet, if self absorbed, person. I had to keep reminding myself to not let my guard down when around her and to not let myself get into a position where she could hurt me (she never attempted too but as a student nurse I always had a guard and a nurse with me when interacting with the inmates) but she is very easy to relax around and drop your guard.

      That stood out to me too! And then the mom said that her daughter wouldn't hurt a fly. I mean, I guess so, as we didn't hear any stories about her hurting flies, but she sure AF hurt a bunch of people (and her mom knew that)!
      It's the fatal assumption that "They'd never do 'that' to me" that gets so many people. True crime shows that you should always be open to the possibility of the opposite.

    Oh my, that was jolting. Some 20 odd years ago i read an essay about coping in our communities knowing mental health issues would be a fact of statistical probability.       Dispatchers *should* be trained to keep a cool head no matter what. There's also shock, and the dispatcher did an excellent job getting information and letting Jessica talk. There are many dispatchers I hear who I despise, but this one was well trained and executed her training effectively.

    I imagine her sentence will keep ticking up from assaults and attacks in prison. I can't see her ever being released and that's probably for the best since she'll never be able to function in society. She'd be sent back shortly after release for another attack. Hopefully one of the judges who approved her appeal, not an innocent bystander!

      This is most likely the case. If she keeps attacking people more time will be added for any criminal acts and even if she is released it will likely be into care, not as a free member of the public. Our sentences here are often ridiculously lenient but I can’t see any way in which the court will simply release her unsupervised.

    A couple of things I want to clarify: Rita's comment about, "Not Jessica, she wouldn't hurt a fly!" was said in exasperation and dry/black humour. Additionally, I don't think this video quite emphasises just how much time and effort Rita had put in to getting Jessica help and trying to find her placements in secure living facilities. She wasn't ignorant or blinded by love at all, she was left to handle everything herself by a terribly underfunded and resource-poor health system.

    Why does the judicial system think that family members can care for someone who is so mentally ill? It's infuriating. I experienced the same thing with my son who had schizoaffective disorder and bipolar depression. Our story ended when he took his own life. We must do better.

    Ohh I'm so happy you're covering this case. I've done extensive research with Jessica, and I came close to doing a phone interview since I live in the States. Her case was the one I reviewed for school in studying other countries' legal systems. She was willing until the very last second, and she attacked the police officer beforehand who escorted her. Her family has such a profound sense of loss, and I believe they are very much in danger when Jessica gets released. When I spoke with her sister, briefly, she was very kind and willing to speak with me. I hope they have peace soon. I do worry Jessica will be killed in custody, because of how much shit she starts. She's recently even charged with agrivated assault while in custody, which may extend her stay.

      Were you able to get any sense of why her parents let her get this bad? She had an IQ of 55-60 and it feels like the just completely abdicated parenting or discipline and just let her do whatever she wanted.
      Did they think she was just magically going to get better? Were they under the impression that not disciplining her, letting her harass people with no consequences, and keeping her out of the mental healthcare system was a good thing? It seems like common sense not to let someone with IED watch gore movies and have a phone with which to harass people, and yet her mother just let her.

      I'm struggling to see the mother as a victim here. What exactly did she think was going to happen? She didn't bother to parent Jessica, wouldn't allow her husband to parent Jessica, let her do whatever she wanted and taught her it was ok for her to harass and harm people and there would be no consequences. This seemed inevitable and I'm glad the person responsible for it was the one who died, not some random stranger.
      For reference, her IQ is common of that of someone with Down's Syndrome or a severe TBI.

    The 911 phone call is horrifying... this whole case is horrifying and surreal. She walked outside carrying her mother's head to 'show the neighbors'? Holy hell! WTF. Crazy, terrifying stuff! She shouldn't be released from prison/mental facility EVER! She keeps attacking people in jail, so it's more than clear she will never stop being violent towards others!       Oh please. There are MULTIPLE mental health facilities and counseling centers that take people who can't pay.
      They receive state and federal funds to operate.
      In the states, someone like Jessica (who would have been receiving disability benefits), would also be receiving medicaid services.
      What IS needed are more permanent facilities where someone like Jessica would live out the rest of her days, closely monitored and medicated.
      But family members have to be willing to face some hard truths about the person they love.

      It's an act of love and I agree. The moms willingness to do everything and enabling Jessica was such a dangerous duo. Rita sounded so kind to a fault. It's so unfortunate that someone who cares so much gets killed because she wanted to take care of her dangerous daughter. No parent should have to make the decision to commit their child.

      I agree. When a Mother tells her doctor that her child is not learning age related and appropriate skills, her doctor should care. Children and teens with mental illness are brushed off and doctors don’t believe their parents about the daily struggles they endure due to their child’s behaviour. I have no faith in the health care system.

    Jennifer Camilleri was housed in block T at Area 1 ( the most secure Female prison in the southern hemisphere ) at Dillwynia Correctional facility in the Western suburbs of Sydney . I was a maintenance worker there for two and a half years . Whilst waiting at the guards post to enquire when we could begin a maintenance task , Camilleri stood on the other side of a heavy framed door with security glass . I had my back to her , but sensed someone was there . As I turned , she said " Hello " . I shiver ran right through me . She is 5 times more scary in real life , even with a solid door between us .
    The only other time in my life I felt that was in 1980 / 81 when my college buddy bought some hash from his dealer at North Herts Technical College at Letchworth .
    The dealer was John Martin Scripps who was hanged for multiple murder in Singapore in 1996 .

    I remember this vividly when it happened... the recording of her call to the police was so chilling in its matter of fact blandness. Something so heinous being described like " I've just witnessed a car accident " or something... carry around her mother's severed head... it's just inconceivable...     It is beyond belief how the court of appeals could grant an appeal and reduce the sentence for a brutal killer that continues to viciously attack inmates and staff members in prison. The fact that her sentence was later extended for ripping a staff members hair out clearly shows that the court of appeals got it wrong.

      What's key for me is that she _chose_ to stop taking her medication. She knew what it was for, she knew what would happen, but she did it anyway. And I think that was buried but needed to be amplified. I've seen other cases where this happened: Violently mentally ill people choosing not to take their medication and, thus, giving into their impulses and not only taking someone's life but in a way beyond human comprehension. So, these are people who know better who are making a CHOICE. Ergo, they'll always be a danger because they CHOOSE to be. So, let them sleep.

      @@LadyAstarionAncunin She has the IQ of someone with Down's or a TBI - how much of a choice was she actually capable of making? Especially when there were clearly no consequences for doing anything. Her mother failed her and it's a damn shame that Rita chose to allow a four year old around someone so dangerous

    That call recording at the very beginning was jarring, just the matter of fact way she's talking and the dispatcher being so calm. Idk if I could do that though I know it's a very professional method.

    When a parent says my child is incapable of such an act - it always raises alarm bells for me. The perpetrator in this case required institutionalization. I'm not a fan of government overreach but cases like this prove that parents don't always know what's best.

    Scariest thing is she's coming back out and she's going to be more hell bent on revenge than ever. We have the weakest sentencing laws in the world in Australia. Our justice system is a joke.

    "I took off her head" like it was nothing. Wtf! Im disturbed by this case. Omg
