Wait a minute.
So, Dave was the prison guard in ETP, the security guard in STD, the prisoner in ITA and lastly accidently involved in civil war in CTM at Toppat Civil Warfare ending
Meanwhile, Rupert was just a prison guard in ETP, then going up to the police force in STD, then join the military government in ITA and lastly in CTM, he becomes a highly trained military government member.
So, Henry ruined Dave's career and raised Rupert's career at the same time

Rupert Price: Started as a cop, went to become a soldier and now he is helping the govt. to stop the Toppat clan.
Dave Panpa: Started as a cop but got fired and then moved on to work as a night guard in the museum. Then, the toppats captured him and somehow he is now in the middle of a toppat civil war.
Winston Davis: Started as a cop, and he threw a suspicious bag he found in a desserted road into a bank. After the thief that was inside the bag hired a lawyer to defend him, he was fired and now he found another job in the Toppat clan (you can see him in the conference room in the GSPI path for ItA).
The Mayor: He opened the Tunisian diamond exhibit in the museum but he turned t the Toppat clan when plans of fraud were uncovered (he is in the luxury escape pod in the VH ending :'()
You gotta love the thought and attention Puffballs gives to ALL his characters! (And how Henry Stickmin can single handedly improve or ruin your life).

I'm not sure about the mayor. He was seen with the Tunisian Diamond and introducing it to the public at the start and was already wearing a toppat, and from what I remember, I think he was an operative of the toppats from the very start.
Imagine how the Quick Larcenist ending must have been from Ruperts Perspective
You're forced to work with the guy who humiliated you twice in your police days and the only time (timeline wise) that you need his help he screws it up

Although the General's bio claimed that he recruited Henry, I imagine Rupert brought up Henry's existence in the first place, as well as his transgressions, which then gave the General the idea to recruit him. It would still be his idea, but Rupert accompanying the General as well as having many encounters with Henry would also make sense as to how that storyline started for ItA.

Fun Fact: The General Notebook in ITA about henry actions are differents depending of which outcome you played the last, if you played the Sneaky Ending of ETP the last, and you played the Epic Ending in STD the last, then the photos are gonna be those two endings

Fun fact: Both Rupert and Dave appeared in 4 out of 6 Henry Stickmin games. Which in turn had made them having the highest number of appearances among the minor characters in the Henry Stickmin series.

@@lucastang7216 but Reginald/Toppat Leader, RHM and Charles are considered as the main characters of the Henry Stickmin series. Also, RHM only appears in two out of six Henry Stickmin games (he didn't appear in FtC).

One interesting thing about Rupert is that he’s probably had the most interactions with Henry out of all the military people in the game.
Also his partner in StD, Johnny Panzer, has a dad in the military(bios are my lifeblood, his dad is called Major Hershell Panzer and he’s in the Toppat King path. He’s the guy in the mech suit on the ramp up the the rocket). I wonder how both Rupert and Johnny’s dad would react in the path were Henry gets pardoned for all previous crimes... including him killing Johnny.
And while the fates of some of the people Henry fights are unknown, we know that Johnny died after getting hit by that rock in StD, thanks to the opening cutscene for ItA. When Captain Galeforce is reading Henry’s crimes to him, if you did the route that gets Johnny killed in StD you’ll see a little tag with his name, his date of birth and date of death(Jul 8, 2010, which is actually the date StD was originally released), and a KIA. Soooo yeah Henry totally killed Jonny Panzer, among probably a fair amount of other people depending on the route.
Fun fact, StD is actually the first game in the series where Henry canonically kills someone. In BtB and EtP, none of his actions led to a death of anyone other then him. Sure he smacks Rupert and Dave with a bar in one route, but clearly they lived. That’s literally the only harm in any of the paths for the first two games. But in StD, all 3 endings have at least one death. The sneaky ending is may be free from murder, because we don’t know canonically if the dude died, but I don’t think that guard survived the diamond to the skull that caved his head in.
Anyway, imagine one of the endings where Henry is pardoned and works with the government. Like Special BROvert Ops, maybe Triple Threat or Master Bounty Hunter. So now Johnny’s dad and Rupert both have to not only work with the guy that killed Johnny, but have the knowledge that he was PARDONED. So he’s not going to jail for Johnny’s murder. And in fact all files on Henry’s crimes before 2013 were destroyed, including proof that Henry was the one who killed him. We know that the both of them have enough skill and/or rank to be at the Toppat Rocket Raid. So they might even have Missions with Henry, if an unknowing higher ranking officer paired them together. Do you think Henry would even really remember the cop he killed when he stole the diamond? Would he even remember Rupert as anyone other then that one guard who mocked him in prison or the soldier from the helicopter? Who knows. But Rupert is definitely one of the most interesting background characters in the whole series, and his interactions with Henry have a good chance of being... tense.

I think it's some kind of karma:
Dave has lost 2 jobs, got kidnapped by the Toppats, got PTSD, and ended up being saved by the same guy who destroyed his life.
Rupert has got more and more experienced, passed from being a security guard to a cop to a general
(notice the difference? Rupert had all the good stuff but died in the end, meanwhile Dave had all the worse and survived.)

Oh, those days were simple... Chilling out with bossy old Rupert, even after I was fired from Prison Guard duty. I haven't been able to keep in touch with Rupert since he joined the Military, but mostly because I was caught by the Toppats.
Dave and Rupert are the only characters who appear 4 times in the series(henry is 5)

Another side story that i found is Thomas chestershire that guy that has two monocles and apparears on at the start of the RPE/RBH and Henry almost crushed him with the cannon ball
On FtC he apparears on the TB path is the guy that is behind Reginald (the toppat leader) when he gets the Henry call and his bio says that he enjoyed when Henry was the leader
On CtM he apparears on the CTW path ( RPE+GI) and hes one of the three Henry allies on the civil war
Oh and a cameo of him on CtM is on the MBH path (RBH+IRO) when at the end when a soldier says here we got another grout that surrended and hes one of the guys that surrended ....thats sad if You ask me.....

- He first appeared in ItA where he caught Henry for snooping around the Airship after the latter stole the Romanian Ruby.
- Geoffrey would later appear in Toppat Civil War route of CtM which he is one of Henry's allies along with Thomas and Dave.
Wilhelm Krieghaus
- He first appeared in ItA which his bones were melted by Charles while attempting to open the door with his keycard.
- In FtC he appeared as one of the Toppats who broke into The Wall with a drill pod to bust Henry out while fending off the guards.
- In CtM Wilhelm is seen during the Jewel Baron route, which he and the Right Hand Man caught Henry for stealing the Norwegian Emerald. Both him and the RHM were defeated by Henry's scream.
Thomas is one of my favourite minor character! His design is cool not gonna lie

One of my favorite details in this game is that Winston Davis (the witness from the courtroom scene in EtP) is present in ItA when you pick the disguise option, and he recognizes Henry but doesn't do anything other than squint at him.
What I'm saying is that you should do Winston Davis' story next

when I collected bios, till ItA, I noticed Rupert Price many times.
Also, henry stickmin's lawyer, Felix was quite amazing.
The fact that Dave and Rupert both respected Henry in CTM even when they tried to keep henry in his cell in ETP ._.

He's been on the force for nearly 8 years. He joined the police academy right out of high school. His workplace suffered a huge embarrassment. He's determined to work extra hard now! He's moved up through the ranks quickly. He felt he could do more in the military than he was as a policeman. He's been going on more and more intense missions ever since his police days.
