I Everyone is older in the story and at the end of the audio sin returns. Also in the extended written novella story the creators made, aka the ultimainia, all of the souls and pyerfly spirits from the farplane return and start coming back to Spira as fiends so Seymour will most definitely return automatically cause of that
The thing with Seymour is he starts off really compelling, during the first act of the game, you just wanna murder him every second he is on screen. He is just a walking pile of garbage, and he knows it, and he doesn't care. From the second act onward though, he feels 1 dimensional and uninteresting. He just feels like an antagonist for the sake of it, especially when he comes back inside Sin, which, even if you are the sporting type and unequip your Celestial weapons to fight him, he's still a joke, and he feels like he's there for absolutely no reason at all. The story has moved past him by that point, so he had absolutely no reason to return. Most of the Yevon aspects of the story become irrelevant once Yunalesca dies, and he specifically was barely clinging to relevancy by the time of his third encounter on Gagazet. If he had stayed dead after the third, or even the second encounter, it would have basically made no difference whatsoever to the story. The beautiful thing about FFX is that it doesn't rely on a single antagonist, the characters and world are so rich that you don't need Seymour by the third act of the story, because by that point the world and character relationships have grown so complex that you have plenty more to worry about, least of which actually beating Sin itself.
It's not about needing him or him being important. He's just like religion itself in the sense that even when you repent and try to break free of its grip on you, it will always find a way to return back into your life and challenge the strides you are making to earnestly not follow those teachings. He was just there to provide pop up challenges to the party to tie the story loose ends together.

It’s complicated but the amount of pressure he’s always had to be a leader, the things that happened to his parents (I think his mom became his aeon) and just overall deppression. Compared to other villains he’s not very special but he has some stuff going for him
His mom became an aeon, his father was more interested in his career than him, he passed all his childhood in solitude because he was half human, half guado and even as a gran maester he felt never completely accepted neither from his collegue, neither from the people of Spira, he put all his effort to defeat Sin in the operation Mihen that was a complete failure. After all that he became nihilistic and sociopath (he has already killed his father but at least he still was quite sane at that time, evil but not so sociopath).
