What I think once you collect from the manufacturer he or she will put it on whole seller the Will put it on retailers then the consumer will pay it without knowing.
Why can't VAT be automatically deducted by the bank upon payment by the client?. It would eliminate all these troubles. The system needs proper automation & we wouldn't have to deal with all these. When most of the payment is electronic (Bank/Mobile wallets) with URA deductions automated we wont have these troubles. Less employment at URA too
