Probably not, especially with Boothill and Firefly coming in next successively. Honestly, for collectors like me, I would love to have a phase of banner with just rerun characters, like with Genshin. Aside from pulls, its hard to keep up with upgrading the characters right away.

I like how they did the boss material this patch. First character uses old materials (Robin) and Boothill uses the new one from the patch. This gives you time to prefarm it. (As the echo of war is available after you beat the main story, but boothill is phase 2)
I hope they continue this going forward.
