They added it to the creation club a while back, so it's not in the base game unfortunately.

Challenge : only using item from fishing.
Question : why not take carriage to 1) Markarth and/or 2) Windhelm - go to Bronze Water Cave
and fishing for Dwemer gear there?
Edit1 : fishing in Blackreach sounds fishing for dwemer gear with many challenges and extra steps?
The only reason I decided on going to blackreach to fish is because I could also grab the elder scroll whilst I was there. Killing two birds with one stone.
