Now, Venus or 'Shukra' in 'Vedic' astrology, is a feminine energy of finesse, beauty, love and 'happiness'.
Yes Moon represents happiness too but Moon represents more the 'inner happiness' that comes from a healthy emotional balance and mental composure.
Venus represents happiness at more of an 'external' level such as having conveniences, assets, wealth and comforts that one can enjoy or 'indulge' in to navigate the material realm better.
In 'Vedic' philosophy, 'Brihaspati' and 'Shukra' are the two 'gurus' who stand for progress and growth at the spiritual and material level respectively.
By studying the placement of Venus in one's chart, it is possible for us to decode the lessons and 'karma' in the areas of love and wealth that we have brought forth with ourselves to manifest on the material plane.

Venus in 'Arda' is one placement that can give the native tons of frustration and difficulties in their love life.
Especially up till the age of 31, this can be quite a tumultuous energy of sudden ups and downs, separations, breakups, heartaches and failures in love and finances.
Post 31 it begins to get better and especially if there are benefic aspects from Jupiter.
