The folks at Noctua are really great. I'm happy to pay their premium because the products are excellent and the customer support is great. This can't be said for a majority of PC hardware manufacturers, especially those that make coolers. Further, an excellent air cooler that you can actually get mounting hardware for future sockets makes them last ages. I definitely plan on running my NH-D15S for the next 8-10 years, especially with PC hardware becoming more efficient with time.

Rubber pads are definitely an acoustic choice. When a fan spins, it generates vibrations, which would then press against the heatsink and potentially even project outwards increasing the volume of the cooler. The Pads act as a suspension between the cooler and the heatsink eliminating vibrations and likely shaving a few db. The big gap is probably so that the air doesn't whistly through the heatsink and enters at a lower pressure lessening the need for a conversion cable to low rpm which would in turn lower the pressure so very smart moves on Noctua. Every little thing they do has a really good reason
