- Hearts of Iron 4 has plenty of amazing countries to play, from Germany in vanilla HOI4 to Transamur in HOI4 Kaiserreich. But after all these years and hours of playing Hearts of Iron 4, TommyKay has finally found the best country in all of HOI4 and it was found in a mod where you would least expect it...
After getting a small taste of Old World Blues, TommyKay quickly realized that this might be one of the best mods ever made for HOI4.
The passion behind HOI4 OBW is absolutely insane and the mod is so detailed that you can play any country you want in this HOI4 Fallout Mod.
Nonetheless there's another HOI4 mod that fulfills Old World Blues even more and that is the Enclave Reborn Mod.
In this mod the Enclave, one of Fallout's most popular factions, has returned and it plans to reunite America and reform the USA.
Tommy will quickly realize that he can either take the dark path of the Enclave or a path for the true United States of America to be reborn.
What will he choose? Well, for that you will have to watch the video, but this has to be one of the best countries in all of Hearts of Iron 4.
You will see in the video, this country has the biggest and most in depth focus tree you will see in HOI4 as well as an amazing storyline where you must fight the NCR, Brotherhood of Steel and even the Caesar's Legion.
It legit might be the best country in HOI4 and definitely is the best country in Hearts of Iron 4 Old World Blues even though HOI4 OWB has a ton of amazing focus trees and countries.

Shame that Tommy didnt use paradrops. Enclave has vertibirds, and power armor units can be paratroopers. Its really cool and fits perfectly with Enclave doctrine
he went completely non-canon with this anyway so it doesn't matter
More importantly it is so effective. You can take all of NCR that way along with the rebellions.
Paratroopers are generally considered super cheesy in Hoi4, to the point that lots of Multiplayer lobbies outright ban them.

Enclave Reborn devs did such a good job when the mod came out that they are now part of the development team of Old World Blues.
And the insanely good country sub-mods of Old World Blues just keep growing.

Its a mod about an exiled small branch of the Western Brotherhood of Steel.
Not as big as Enclave Reborn, but a very good mod with good choice making and hard start, but incredibly fun mid-late game, alongside an optional formable Nation, with a lot of events depending what you Conquer here and there.

@Danplaz well, Fallout 3 Enclave is a clear representation of what happens in Enclave Reborn. Two factions within the Enclave, Purists (President Eden) and Reformers (Colonel Autumn), have a political and militaristic struggle for power over the entire Enclave branch.
President Granite is the Old World Blues version of Colonel Autumn, but fixing the writing issues of Bethesda.
In any case, Fallout 3 Enclave is really interesting, if they had more screen time to speak with them rather than shooty shooty they would be the best faction in Fallout, which they already are btw.
I am losing my mind, I played this mod a year ago and it was awesome. Now it is broken and I have no clue how to fix it. So I think your praise of the development team is a bit overzealous. If a mod won't work without having to jump through hoops, it's a shit mod.

If you continue playing Enclave reborn long enough, a rogue Mexican ai usually rises to power in Mexico that only builds robots and you receive an "doom" event that tells you how this ai wants to purge the wasteland in order to "rebuild". I think it was called Tlaloc or The Tlalocan. Gotta love the OWB events lol

Except that the mod couldn't even exist without the game that Paradox made. Give them a little credit. At least Paradox is very supportive of their mod community and recognizes its importance to their games, unlike some shitty developers.

It would be dope to see an enclave like this one. One that was just like the actual enclave, just not genocidal. Imagine a fallout where you can side with the enclave and it would be similar to how the enclave are in the mod. That would be fucking cool.
The way to do that is if the faction questline was working with a reformer to fix the faction. Letting the player get rid of the bad guys from the inside.

I think playing the path TommyKay chose enhanced the experience. An American aura that is just infatuating, full of idealism and hope for a better tomorrow. This Enclave focus tree must have been a joy to play.

I played a Vault City playthrough and managed to expand only because of internal problems with the NCR and Legion. This mod is soooo good.

There’s a way to get close if not 100% legitimacy and still do that decision that makes you lose a lot of it. There’s a decision somewhere that gives you a bonus to infrastructure construction speed for a short time. During that time you get 1% legitimacy for every 1 infrastructure built. So if you time it the education focus where that choice comes up, right before doing to many other focuses or decisions that give legitimacy. You can choose to reveal the dirty laundry and still be seen the legitimate US lol. Just make sure you have large economy and stack infrastructure bonuses from advisors and other focuses as well.

It will destroy any hint of balance in the entire region. Developers are better off reworking their old city states, such as new rino, because now they are hopelessly outdated. The Enclave can be made an affordable option for New Rino, as it is now, but with a completely changed focus tree, without turning it into a paralyzed state with an endless war with the brotherhood, having no border with it.
ERB dev team is a part of the OWB general dev team. (They are not integrating ERB into OWB general lore since ERB is mainly focus on Enclave as the main protagonist, but two teams are working well in improving the lore)

About promises, the best way is to select "purist" choices. Later one, the only thing you will lose is stability and war support. And it will not be much if there is no purist support. But, at start, it will allow you to rush conference, which is even more useful if you are Charismatic.
Old world blues is honestly just one of, if not the best overall mod for hoi4
Rimmy Downunder really needs to hop back on the Hoi4 band wagon for one last wild ride; especially in light of this glowing recommendation.

I had a bug were the legion had manually declared war on me and had all my civs being used, which resulted on not being abre to repair having 200% atrition everywhere... fun mod

I recently played this as the Enclave reformists. I waited until NCr was at war before I joined in on both them and the Legion. Nuked Flagstaff so hard XD
I always tell people that the best way to get a fundamental understanding on game mechanics of hoi4, they should play OWB. It gives lore, how to prioritise tech without punishing you too hard for messing up, how to build templates, how to conduct air showing it is useful (without carrying the whole game for them), as well as it gives experience actually playing the game and fighting wars whilst managing your nation as you can declare war faster and don't instantly proc WW2 because of guarantees.
Wow, I'm kind of speechless right now. I enjoyed this video so much. And in the past few months I kept on thinking about how much I miss playing Fallout 4 which was my first (and so far only) Fallout game. I enjoy the lore so much and seeing this mod literally made my day!

I spent so many play-throughs and failing. One strategy I found was once you do rebuild the nation. Only garrison the north up till shady sands, and rush the Caesar civil war. By the time they finish they won’t have the legion marches and you’re rebuilding should be complete. Giving you an extra couple years.

This mod is so spectualrialy designed that I can play it for hours on end, several times over. But in truth I find more enjoyment in the Equestria mod for hoi4. Because while this mod stands out for its uniqueness, a lot of countries in EaW have unique mechanics too. The river republic with a millenium dawn style shared focus tree to form a United nation. Working bandit nations with loot as a secondary resource. The empire itself is a cluster fuck where any nation can take over and declare themselves emperor. Even across the ocean, where the east coast of Equestria under changeling occupation can either accept their overlords and eventually become a sovereign but loyal state. Or they can fall into chaos and an uprising, fighting back against the oppressors and reclaiming their homeland.
This came later than expected, but it's worth it
Truly the best tommy era is the mod era
