It almost feels like they made Hurk 'dumber' than in Far Cry 3. The 'pacifists' thing for his parents could have been due to his hard right upbringing. Many pro gun folks would consider themselves vigilant, but not 'pacifists'. So either this Hurk is a different person, or there is some weird inconsistencies going on.
Hurk began as a one off DLC character, then as a co-op character in Far Cry 4, then as an Easter egg character in Primal, now he's a legit staple of the series.

Hurk's voice actor is the same in 3, 4, 5 New Dawn and Urki's (Hurk's ancestor in Far Cry Primal, which takes place in the stone age.) Far Cry 3 is set in 2012, 4 in 2014. That has been confirmed by the developers.
