It's because the accent is so strong in such a young child. It is unusual for the accent to be so strong already but it shows the baba is listening and learning at quite an advanced rate.

What was that radio show they had, the DJ absolutely hated scouser accents and the whole goal was for you to ring in and be able to swallow the scouse long enough to say your name and that you were from Liverpool before he’d kick you off air. He had an ear on him though and would catch most out. I think he was up in Lancashire. Bloody funny. It’s still the only accent that I will lose my mind over if I hear it. I have a raging hatred of the beatles and when I was wee, I would bang my head against the floor if I heard John Lennon’s voice, any beatles song really. The one that was forbidden to be played in my presence was Yellow Submarine. I would scream like an air raid siren every time I heard a scouser, nobody could ever figure it out. Mam would have to put on The Cure or Talk Talk to get me to quiet down. Depeche Mode worked, except for Just Can’t Get Enough. I was probably the only 5 year old with my own vinyl collection that I’d play on my own record player. Bless my mam for having embraced new wave and New Romantics.

And I'm not sure but there might be a speech version and she understands everything said and everything she's saying but her tounge coordination is not quite as good as the adults yet. Hyperliteracy in autism is an absolutely phenomenal kind of superpower of you look into it.
The term you are referring to is hyperlexia, and it is sometimes comorbidly present with a diagnosis of autism, but hyperlexia can be present alone or with other diagnoses since hyperlexia is not exclusive to just autism in its comorbidity. This is the extremely short version of my explanation as a special education teacher with a background in psychology. What is shown in this video is not an indication of hyperlexia.
