I'd agree - the rust coverage was very uniform and pale - if I were a betting man I'd bet they soaked it in a weak acid solution to accelerate the process. A naturally rusted short block would not be uniformly rusted like this one is.

@Netscape Navigator Well that depends on how far of a drive it is to the nearest machine shop that has a hot tank. If you have one close and they don't charge a ton of money to hot tank a block, do that. If that's not the case, I would take some rustoleum rust dissolver (it works really well) and spray the shit out of the block on a stand, then pressure wash it off. The only place you really have to focus on are all the bearing surfaces and the cylinders.

There is blow by, front and rear crank seals, gear housings, head gaskets, hydraulic pumps and hoses, Oil coolers, autolubers and so on that all can make a mess. No, rust isn’t an issue on some of these but a lot of times its more than just tightening oil pan bolts.

After rinsing with water to neutralize the acid spray it with WD-40 while it is still wet, then dry with a blow gun. If painting afterwards wipe down with solvent after drying. Do not blow dry before spraying with WD-40, instant flash rusting will occur.
Original WD40 displaces moisture but does not protect from condensation. Coat metals in actual light machine or mineral oil to displace moisture in the pores of the metal which cause the flash rusting. Allow to sit for 5 minutes and wipe off the excess. WD40 is only good for breaking surface rust and keeping electrical connections lubricated.
Ok...try it before you say no. Boil a pot of water and drop the flash rusted part right in. The rust will turn black and stop. It's an old method of blueing.
