Also abolished the provisions of reservation for Anglo Indians in loksabha and state legislative assembly

if privileges of the parliament and its members and its comitte is falling under simple majority than how 104 amendment is a constitutional amendment?

President Ramnath Kovind has given his assent to the Constitution (105th Amendment) Act 2021, which restores the power of State Governments to identify and specify Socially and Economically Backward Classes (SEBCs).
Definition of special majority for different articles are different
For example,
A.249 : 2/3 members present n voting
A.368 : 2/3 members pre n voting + absolute majority as sir discussed in lec
A.61 : 2/3 members of total strength of the house

105th amendement act on aug 2021 which amended Article 338B, 342A and 366 to restore the power of the state governments to identify Other Backward Classes (OBCs) that are socially and educationally backward. This amendment annulled the Supreme Court judgement of 11 May 2021, which had empowered only the Central government for such identification.
As of Jan 2020, 6 out of 28 states have a Legislative Council. Andhra Pradesh, Karnataka, Telangana, Maharashtra, Bihar, and Uttar Pradesh

There are six stats which have legislative council at present in our country .And these states are as follows
1.Bihar
2.Uttar Pradesh
3.Maharashtra
4.Karnatka
5.Telangana
6.Andhra Pradesh
