I think one shouldn’t even forget the “dual circulation” strategy set in 2020, against the backdrop of the then-worsening COVID pandemic and the Trump-era trade war it waged against China and other major trading partners.
Totally different from a similar strategy Japan employed between the 70s and 80s prior to the Plaza Accord agreement it signed with Washington alongside France and Germany.
A combination of high-quality opening-up, with focus on indigenization and localization of foreign technologies and production processes, stabilizing the supply chain, boosting domestic consumption and innovative capabilities.
Understandably, the entire Chinese manufacturing and technological spaces are determined to bridge the gaps with European, Japanese, North American and South Korean peers industry by industry (aka the Global North).
And those export restrictions, entry barriers and, to an extent, bans by mostly capitalist Global North countries even during the days China officially joined the World Trade Organization (WTO) from 2001, made them more determined to do so.

China has been a key responsible partner in the global warming protocol, compared with the West. China is determined to reduce carbon emissions and find alternative solutions to the existing fossil fuel economies.
